This information is also helpful to determine if available avoidance, minimization, or compensatory mitigation measures will address the probable significant impacts or if an environmental impact statement will be prepared to further analyze the proposal. Instructions for applicants This environmental checklist asks you to describe some basic information about your proposal. Please answer each question accurately and carefully, to the best of your knowledge. You may need to consult with an agency specialist or private consultant for some questions. You may use “not applicable” or “does not apply” only when you can explain why it does not apply and not when the answer is unknown. You may also attach or incorporate by reference additional studies reports. Complete and accurate answers to these questions often avoid delays with the SEPA process as well as later in the decision-making process. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. Instructions for lead agencies Please adjust the format of this template as needed. Additional information may be necessary to evaluate the existing environment, all interrelated aspects of the proposal and an analysis of adverse impacts. The checklist is considered the first but not necessarily the only source of information needed to make an adequate threshold determination. Once a threshold determination is made, the lead agency is responsible for the completeness and accuracy of the checklist and other supporting documents. Use of checklist for nonproject proposals For nonproject proposals (such as ordinances, regulations, plans and programs), complete the applicable parts of sections A and B, plus the Supplemental Sheet for Nonproject Actions (Part D). Please completely answer all questions that apply and note that the words "project," "applicant," and "property or site" should be read as "proposal," "proponent," and "affected geographic area," respectively. Among these include House Bill (HB) 1110 and HB 1337, which provide regulations related to middle housing and accessory dwelling units (ADUs). Both HB 1110 and HB 1337 prohibit cities from requiring off-street parking for middle housing or ADUs when the subject property is located within a one-half (½) mile walking distance (“walkshed”) of a major transit stop. Furthermore, where parking can be required, these mandates provide further limitations on the number of parking spaces cities can require per dwelling unit. To mitigate for these parking limitations, staff proposes amendments to RMC 4-6-060, Steet Standards, to provide additional parking lanes in residential public streets, as well as prevent increased congestion on limited residential access streets and shared driveways. 12. This amendment will also limit the number of dwellings that can access via a limited residential access street or a shared driveway to ensure appropriate traffic volumes for those streets. d. The proposed regulations and amendments are not likely to have an effect on shoreline use. The uses as they exist will continue. Additional units must comply with the same standards as a single-family house. All shoreline provisions will apply to middle housing and accessory dwelling units. Any effects on land use will be compatible with existing plans. • Proposed measures to avoid or reduce shoreline and land use impacts are: Mitigation would be determined at the time of a project specific proposal. Existing regulations work to protect shoreline areas, there are no proposed amendments to those regulations. They will be implemented as projects are proposed. 6. How would the proposal be likely to increase demands on transportation or public services and utilities? SEPA Environmental checklist September 2023 Page 17 (WAC 197-11-960) The amendments related to Middle Housing and accessory dwelling units are likely to increase demands on public transportation and utilities. Middle housing allows 6 units per lot when located within ¼ mile of frequent transit. As new development occurs in those areas there will be more potential users of public transit. This is commensurate with the intentions of both the legislation and the regional plans for the transit system. Public investments are being made to accommodate this anticipated increase in ridership. Increases on demands to utilities will be addressed overtime with updates to facilities plans. However, projects that cannot be properly served by utilities will need to install the needed utilities as part of the project. If a project could not be adequately served, a permit would not be issued. All land use applications will be reviewed and analyzed for potential impacts to public services at the time of application and if appropriate, project specific impacts will be addressed. • Proposed measures to reduce or respond to such demand(s) are: The purpose of this amendment is to update the residential street standards to mitigate for anticipated impacts from the new legislation related to middle housing and accessory dwelling units. All land use applications will be reviewed and analyzed for potential impacts to transportation at the time of application. If appropriate, project specific impacts will be addressed and mitigated. 7. Identify, if possible, whether the proposal may conflict with local, state, or federal laws or requirements for the protection of the environment. No conflicts have been identified.
