Rolling Hills Ave SE Pipe Rehabilitation Project

PROJECT OBJECTIVE
Repair 99 LF of 24” CMP via CIPP Lining.
PROJECT BACKGROUND & DESCRIPTION
The City of Renton Surface Water Utility has identified one segment of pipe that has been damaged or
is starting to fail due to age. The Surface Water Utility has setup a CCTV review program that videos
stormwater pipes. CCTV of asset 505717 has been reviewed for deterioration and erosion of the
bottom of pipe.
The Rolling Hills AVE SE Pipe Rehabilitation Project is a maintenance project to ensure that further
deterioration is stopped by inserting a CIPP liner into the pipe. This liner extends the life of the existing
pipe by sealing the cracks and other damages of the pipe.
FACILITY CONFIGURATION
CIPP Lining of 99 LF of 24” CMP across Rolling Hills AVE SE.
Easements: The majority of, work is being performed in the City of Renton right-of-way. There is an
existing easement in place on parcel 7399200870 that provides the city access to perform stormwater
maintenance on Thunder Hills Creek and the existing 24” CMP.
Surveying and Geotechnical Investigation: Parametrix established a survey for the base design. No
geotechnical report has been generated and is not required because the project is lining an existing 24”
pipe and will not be impacting the soil.
Design: The City of Renton Surface Water Utility has completed the design of the project internally.
Design elements included construction plans, specifications, and engineer’s cost estimate.
Environmental Review Permits: This project requires an HPA from WA Department of Fish and Wildlife
because the pipe being repaired conveys Thunder Hills Creek. A Critical Areas Exemption permit is
being requested. Lastly, this project is categorically exempt from SEPA because this is a maintenance
project per WAC 197-11-800 (3).
Construction: There is one segment (manhole to manhole) of pipe lining. A total of 99 LF of 24” CMP to
be lined. Each segment should take approximately 1 day to complete for a total of 1 days of lining
work. The work will consist of setting up at the upstream and downstream structure and installing the
new liner. Challenges will include access to the structures and traffic/pedestrian control.

FUNDING SOURCE
The Surface Water Utility has allocated funding for the design and construction of this project through
the Small Scale Stormwater Projects budget (427.475015).
PROJECT SCHEDULE
Permitting Complete by June 27, 2025
Final Design Complete by June 2, 2025
Construction July 1, 2025 - August 30, 2025
STAKEHOLDER ENGAGEMENT
Community: The Rolling Hills Ave SE Pipe Rehabilitation project will have limited impact to nearby
residents/community members due to project location and time required to complete project. Lining
the pipes should only take a couple days. When lining work is to be performed the City of Renton
project manager and inspector will work with the contractor to notify all residents and community
members impacted. They will also ensure the adequate access to properties are maintained.
Other Agencies: City of Renton - Maintenance, City of Renton – CED, WA Department of Fish and
Wildlife
Private Utilities: There are no anticipated impact private utilities. No excavation or underground work
will be conducted. Project is lining an already existing 24” pipe. Utility locates will be responsibility of
contractor to ensure that their method of accessing the project site and performing lining of pipe will
not impact other utilities.

Project Management: The project manager is Jared McDonald, Surface Water Utility.
Mapping: Survey provided by Parametrix.
Geotechnical Investigations: Not required.
Design Engineer: The design engineer is Jared McDonald from the Surface Water Utility.
