Narrative:
The equitable adjustment for furnishing crushed surfacing material from a Tier 1 Reclamation Facility is
determined to be no cost compared to a Tier 2 Reclamation Facility.
There are two aggregate sources that the Contractor submitted on, and both have recycled aggregate: Kangley
Reclamation Facility and Squak Mountain Reclamation Facility. The Kangley Reclamation Facility is a Tier 2
Reclamation Facility. The Squak Mountain Reclamation Facility is a Tier 1 Facility.
On 1/11/22 G&O sent an email to the City indicating that samples were obtained from both facilities and they both
produce aggregate that meets pipe zone bedding and trench backfill. Kangly produces aggregate that meets the
WSDOT spec for CSTC. If the Tier 2 requirement is waived for crushed surfacing,then they both produce aggregate
that meets the specifications for CSTC.
The Contractor indicated at the weekly meeting held on 1/11/22 that they would prefer to obtain crushed surfacing
from the Squak Mountain Reclamation Facility due to better haul and wastehaul routes.
The City agreed to allow crushed surfacing from a Tier 1 facility on 1/21/22.
There are no known or anticipated cost differences between recycled material from the Tier 1 or Tier 2
facilities.

Recycled concrete aggregate shall be from either a Tier 1,Tier 2 or Tier 3 Reclamation
Facility meeting the requirements below:
Tier 1
Approval Approval of the Reclamation Facility is not required nor is it required
Requirements to be on the WSDOT Qualified Products List.
Acceptance Certification of toxicity characteristics in accordance with
Requirements Section 9-03.21(1).
Field acceptance testing in accordance with Section 3-04.

Reason for Change:
The City of Renton would like to allow expanded use of recycled concrete aggregate on this
project.
Materials:
Crushed Surfacing Top Course per 9-03.21(1)C1 Table 1
Plans:
No changes to the Plans.
Adjustment:
This Change Order includes changes as defined in 1-04.4. Specifically,the altering of
specifications (e.g. recycled concrete aggregate from a Tier 1 facility for crushed
surfacing). There is no cost associated with this change. •
Extension of Time:
The Time for Completion is extended 0 Working Days.
Equitable Adjustment:
This Change Order does not include an equitable adjustment, per Section 1-09.4 of the
2021 WSDOT/APWA Standard Specifications.
This is a no-cost change.order
Sections.1-04.4 and 1-04.5 of the 2021 WSDOT/APWA Standard Specifications shall govern
this Change Order.The Work of the referenced Contract is modified to include the changes
detailed herein.The payment provided for herein shall constitute the complete and final
settlement for all costs of labor,equipment, materials,overhead,profit,permit fees,and all
other claims that may be made by the Contractor as a result of this change.
