EF89268 CASE# 25-3886 O OF COLLI r�510NN + 05/02/25 14:31 COLL1 NARRATIVE ASSIGNMENT/ARRIVAL On 05/02/2025 at approximately 1432 hours, I was dispatched to a two vehicle collision with injuries in the 2900 block of NE 10th Street in the city of Renton, King County, Washington. Initial reports from dispatch were of a two vehicle collision with a driver unconscious and a person fled from the scene. Officer J. Carstensen arrived and said a young, black female wearing all brown and barefoot ran from the collision in a southwest direction. It was later determined this female was not a driver of an involved vehicle, but a passenger. I arrived at approximately 1439 hours. UNIT 1: SUBARU FORESTER Upon arrival I observed a silver Subaru Forester (WA/ BXJ2348) stopped along the south curb of NE 10th Street in front of the Golden Pines Apartments at 2901 NE 10th Street. Unit 1 had disabling moderate front end damage and rear end damage. Unit 1's rear end was engaged with the front end of a legally parked Toyota Corolla (WA/ CCY7360, Unit 3), which was parked along the south curb of NE 10th Street in front of 2901 NE 10th Street facing east. Unit 1 was not moved from its point of rest. Unit 1's driver seatbelt was locked (the pre-tensioners had fired) and it was apparent the seatbelt was not in use at the time of the collision. There was damage to the windshield near the center consistent with an object, possibly an occupant's head, hitting the windshield. There was a circular "spider-web" damage about 6 inches in diameter. I observed small pieces of aluminum foil on the front passenger seat and a pair of women's shoes on the front passenger floorboard. Unit 1 was later towed from the scene by Gene Meyer towing by officers. UNIT 2: ACURA RDX I observed a white Acura RDX (WA/AIM4607) stopped along the south curb of NE 10th Street in front of 2901 NE 10th Street just east of Unit 1's point of rest. Unit 2 sustained moderate damage to the rear end. The rear bumper was ripped from the body and laying on the roadway surface. The rear hatch was damaged with dents pushing inward toward the body. Unit 2 was legally parked and unoccupied at the time of the collision. UNIT 3: TOYOTA COROLLA I observed a silver Toyota Corolla (WA/ CCY7360) stopped along the south curb of NE 10th Street in front of 2901 NE 10th Street just west of Unit 1's point of rest. Unit 3's front end was engaged with Unit 1's rear end. Unit 3 had disabling front end damage, with damage to the front bumper, hood, and radiator. Unit 3 was legally parked and unoccupied at the time of the collision. DRIVER 1: SHEPARD, SCOTT A. I observed Scott A. Shepard (DOB: 01/09/1979) in the driver seat of Unit 1. Shepard was identified by his Washington Department of Licensing photograph. I established him as the driver by my observation of him in the driver seat, unresponsive, following the following. Shepard was unresponsive, limp, and his eyes were rolled back in his head sitting in the driver seat. Shepard was not breathing. The Renton Regional Fire Authority revived Shepard in the back of an ambulance after pulling him from the vehicle. I did not observe any obvious injury to Shepard. I spoke with emergency medical personnel on scene. They were unable to determine the extend of Shepard's injury. They thought Shepard may have PAGE 3 OF 7 REPORT NO. They were not able to articulate why they believed Shepard was under the influence of drugs, illegal or prescription. 1 did not observe signs of intoxication, since Shepard was unconscious and didn't interact with me. Shepard regained consciousness but was not able to give a statement. Shepard was later transported via ambulance to Harborview Medical Center. A check of Shepard's Washington Driver License showed it was Revoked in the 1st Degree. PASSENGER: UNIT 1 The front passenger of Unit 1 fled from the scene before officers arrived and was not identified. 1 believe this passenger was in the front passenger seat because the rear seats were filled with items and wouldn't accommodate a person. Additionally, the passenger was seen running barefoot from the scene, and there was a pair of women's shoes on the front passenger floorboard. VEHICLE OWNERS I contacted both owners for Unit 2 and Unit 3 and gave them a case number for this collision. WITNESS: LEMASTER, KATHLEEN N. was approached by a witness, Kathleen M. Lemaster (DOB: 08/16/1958), who heard the collision. Lemaster was in a nearby apartment and heard the sound of a collision. Lemaster looked toward the road and saw a female running barefoot from the scene of the collision. Lemaster didn't know the female, didn't know where she went, and didn't see her get out of a vehicle, but saw her running from the area of the collision. WITNESS: NGUYEN, QUAN M. I was approached by a second witness, Quan M. Nguyen (DOB: 07/26/2000), who witnessed the collision. Quan drove his vehicle south on Jefferson Avenue NE and stopped at the intersection of NE 10th Street. Quan turned his vehicle left (east) onto NE 10th Street. About the same time, Quan observed Unit 1 driving "very fast" north on Index Place NE toward NE 10th Street. Quan estimated Unit 1's speed to be between 35-40 miles per hour. The speed limit on this section of roadway is 25 miles per hour. Unit 1 turned right (east) onto NE 10th Street from Index Place NE without slowing. Quan thought Unit 1 was going to rear end him since it wasn't slowing as it approached him. Quan accelerated to avoid a collision and saw Unit 1 leave the eastbound lane of NE 10th Street and collided with Unit 2, which was parked. This concluded my conversation with Nguyen. SURVEILLANCE FOOTAGE I checked for surveillance cameras. The only cameras I found were mounted on the south exterior wall of 2900 NE 10th Street, a Renton Housing Authority building. 1 checked with staff, but the cameras don't face the street and didn't capture the collision. SUMMARY Scott A. Shepard drove Unit 1 east on NE 10th Street from Index Place NE. Unit 1 left the roadway and Unit 1's front end collided with Unit 2's front end, which was legally on NE 10th Street. Unit 1 rolled backward after the collision, and Unit 1's rear end collided with Unit 3's front end. Unit 3 was also legally parked on NE 10th Street. Shepard possibly sustained major internal and/or head injury from the collision. Shepard was briefly unresponsive and not breathing, but was revived on scene and transported by ambulance to Harborview Medical Center. A passenger ran from Shepard's vehicle prior to law enforcement's arrival. The passenger was not PAGE 4 OF 7 REPORT NO. CAUSE The cause of the collision was determined by Nguyen's statement, damage to all vehicles, and the point of rest of the vehicles. Shepard caused the collision by operating Unit 1 in violation of RCW 46.61.140(1), which states, in part: "Whenever any roadway has been divided into two or more clearly marked lanes for traffic the following rules in addition to all others consistent herewith shall apply: A vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety." Shepard failed to drive his vehicle as nearly as practicable entirely within a single lane and moved from the lane without ascertaining that the movement could be made with safety. CITATIONS I authored Shepared a citation for a violation of RCW 46.61.140(1) (Citation #5A0249318), Improper Lane Usage, and a violation of RCW 46.20.342(1)(a), Driving While License Revoked in the 1 st Degree. DISPOSITION I took photographs of all involved vehicles. This concluded my involvement in this case.
