EF89251 CASE# 25-3159 OF DATE AND r�N + 04/08/25 08:42 O�COLLISION NARRATIVE *( HE HE is the legal name to the female driver of unit#1) On 04/08/1014 at approximately 0842 hours, I was dispatched to a vehicle collision with reports of injury at the intersection of NE 4th St and Bremerton Ave NE, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, I observed heavy mechanism to the involved vehicles with airbag deployment as well as one of the involved parties was complaining of pain. The Renton Regional Fire Authority (RRFA) responded to the scene for evaluation. While on scene, I collected each of the involved party's driving information and their independent recollection of the events leading up to the collision. The driver of Unit 1, identified as He He, stated that she was the sole occupant of her vehicle and that prior to the collision she was traveling westbound in about the 4600 block of NE 4th St approaching the uncontrolled intersection of Bremerton Ave NE in the center turn lane. She had pulled into the center-left-turn lane and slowed to yield to traffic. She stated she intended to turn southbound onto Bremerton Ave NE. She stated that a vehicle in the number 2 eastbound lane stopped and created a gap in traffic, so she proceeded to make her left turn but failed to see Unit 2 traveling in the number 1 westbound lane of NE 4th St which she needed to traverse across. She proceeded to make the left turn across the westbound lanes of travel. While Unit 1 was turning, shee noticed Unit 2 approach the same intersection at a high rate of speed. The driver of Unit 1 stated that both vehicles collided in the intersection causing significant damage to the front bumper of Unit 1. The driver of Unit 2, identified as Nicolle Vargas Sosa, said she was the sole occupant of her vehicle and was traveling eastbound in about the 4400 block of NE 4th St approaching the uncontrolled intersection of Bremerton Ave NE in lane 1 of 2. Nicolle stated she was intending to continue east. Nicolle stated as she continued going straight ahead through the intersection, Nicolle saw Unit 1 turn left and strike her vehicle. Nicolle stated she was unable to avoid the collision and both vehicles collided causing significant damage to the front driver's side fender of Unit 2. After both vehicles collided, Unit 2 deflected off Unit 1 and struck a sign belonging to 4501 NE 4th St. The surrounding grass around the sign was disturbed. The driver of Unit 2's said she had pain in her back but was treated and released at the scene. Based on the above statements, I determined that the Driver of Unit 1 (He) is the proximate cause for the collision due to not granting the right of way during a left turn causing a collision. The driver of Unit 1 violated RCW 46.61.185(1) by being the driver of a vehicle intending to turn to the left within an intersection and not yielding the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard. The driver of Unit 1 (Smith) did not grant the right of way to Unit 2 traveling in the roadway which had the right of way and was already underway. Due to Unit 1 having to traverse across oncoming traffic, the driver of Unit 1 must wait until the intersection is clear of hazard prior to proceeding. Both involved vehicles had to be towed due to extensive damage cause. An exchange of information was provided to all involved parties.
