During this incident 1 was equipped with body-worn camera which records both audio and video. Portions of the incident were recorded. This report is merely a summary of the incident and is not intended to be an exact transcription of the entire investigation or what may have been captured with the recording system. During this incident I was wearing a department issued uniform or jump suit and outer carrier vest which was marked with "Police"both on the front, back, and department patches on each shoulder of the uniform or jumpsuit, as well as a Renton Police Velcro badge on my►eft chest. It would be immediately obvious to any reasonable person that I was a Police Officer. On 5/8/2025 at 1306 hours I was dispatched to a hit and run report at 119B Main Ave S. I called the victim, identified as Jasmine R. Frazier (DOB: 06/11/1998), and asked what happened. Frazier stated that her neighbors alerted her that her vehicle had been struck at around 1255 hours and that the other involved vehicle had fled the scene. Frazier stated that neither her nor her neighbors would be able to identify the driver of the other vehicle involved. Frazier's vehicle is a 2018 Toyota Corolla (WA LP: BKE9666) and it sustained damage to the front drivers side. The suspect vehicle in this case is a white 2000 Chevrolet Express (WA LP: D50910C) and is registered to Kyle L. Hall (DOB: 03/26/1991). The damage to the Chevrolet should be at the rear bumper. I called Hall on the phone and was able to reach him. Hall stated that he let his friend, Matthew L. Smith (DOB: UNK) white male, 30's, was driving the vehicle. Hall stated that he does not have insurance and that his friend, Smith, had told him that he hit a tree downtown Renton. This fact was brought up after Hall initially denied that any collision occurred. Hall provided me with this information when I advised him that a person had taken photographs of his vehicle at the scene of the collision. I suspect that Hall was likely the driver of the vehicle and that he was denying that he was driving because he is suspended in the 3rd degree.
