The subject property (APN 0723059001) is located to the east of the Cedar River along the southern shore of Lake Washington and is approximately 153.3 acres in size. The site, developed with the Boeing 737 plant and associated support buildings, is located in the Urban Center - 2 (UC-2) zone and has a Comprehensive Plan Land Use Designation of Commercial Mixed-Use (CMU). The project would involve the installation of six (6) new crew shelters, two (2) of which will replace existing shelters, and seven (7) new tool cabanas. The structure sizes range between 80 sq. ft. and 672 sq. ft. The crew shelters will be prefabricated wood structures on elevated steel chassis and the tool cabanas will be repurposed shipping containers constructed of cold-formed steel sitting directly on the concrete pavement. The crew shelters will be secured either to the existing post installed with mechanical or epoxy anchors into the existing concrete paving. The proposed work would occur ten feet (10’) from the Lake Washington Ordinary High-Water Mark (OHWM) at the closest point. The site is located within the Lake Washington Reach I Shoreline and has a High Intensity Overlay designation. A High Seismic Hazard is mapped on the project site. No change in access to the site is proposed and no new impervious surface would be added. According to the applicant, no tree or vegetation removal would occur as part of the project. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS-M with a 14-day appeal period B. Mitigation Measures 1. The applicant shall submit an Inadvertent Discovery Plan (IDP) prepared by a qualified professional prior to the start of any construction. In addition, the applicant shall provide notification to Tribes’ cultural committee prior to the start of construction. C. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Earth Impacts: According to City of Renton (COR) maps, the project site is located in an area identified as having a High Seismic Hazard. The portion of the Boeing site where the work will occur, Apron R, is generally flat, with a slight descent toward Lake Washington in order to direct stormwater to existing catch basins. No grading or new impervious surfaces are proposed. During the building permit review process, compliance with the seismic requirements of the International Building Code (IBC) will be verified, which is anticipated to address seismic concerns. Therefore, no additional site- specific mitigation measures are proposed. Mitigation Measures: None recommended. Nexus: Not applicable. 2. Air Impacts: It is anticipated that some temporary air quality impacts could be associated with site work and building construction and installation. Project development impacts during construction may include dust and exhaust from cranes or other vehicles used to move the structures into place. Dust control would be mitigated through the use of temporary erosion control measures, watering, or other measures to remediate impacts as needed. No increase in long term emissions is anticipated as the project would not add capacity to the plant site and would not increase the volume of airplane production. No further site-specific mitigation for the identified impacts from typical vehicle and construction exhaust is required. Mitigation Measures: None recommended. Nexus: Not applicable. 3. Water a. Wetland, Streams, Lakes Impacts: The project site is located along Lake Washington, a Shoreline of the State. The southern portion of Lake Washington adjacent to the project site is designated High Intensity by the Shoreline Master Program. The work proposed is located within Reach I of Lake Washington. The outflow of Lake Washington is the Lake Washington Ship Canal. The lake has been altered significantly over the past century and the development along the shoreline has contributed to loss of habitat primarily due to new overwater structures, removal of riparian vegetation and large woody debris, and an increase in shoreline armoring. Due to the proposed improvements being located within 200 feet (200’) of the Lake Washington OHWM, the applicant submitted a combination Standard Lake Study, prepared by WSP USA, dated February 2025 (Exhibit 9). According to the report, a site visit was conducted on January 3, 2025, by WSP biologists to assess current habitat conditions and update previous survey findings from 2016 and 2017 along the 2,600- foot (2,600’) Apron R shoreline. The shoreline consists primarily of a bulkhead replaced in 2019 and a Washington Department of Natural Resources (DNR) habitat restoration area completed between 2013 and 2015. Since the previous surveys, additional native plantings were installed in 2023 as mitigation for earlier permitted work associated with the Apron R project, resulting in a noticeable decrease in invasive species and improved vegetative composition according to the report. The vegetation appeared healthy and consistent with restoration objectives. No plant species of concern were identified at the site. Ecological functions within the riparian zone are limited due to the presence of bulkheads, lack of large trees, and low habitat complexity. However, restored areas and mitigation plantings provide some ecological value, including shading, organic input, and buffering from artificial light. The proposed project will not result in vegetation removal or clearing, and no direct or indirect impacts to riparian vegetation are anticipated. Wildlife observations during the site visit were limited. No mammals, reptiles, or amphibians were observed, though small terrestrial mammals and amphibians common to the Lake Washington basin may utilize the area. Bird observations included a rufous hummingbird and several songbirds foraging within the riparian vegetation, as well as gulls flying overhead. While the Apron R surface is fully paved and does not provide habitat, adjacent vegetated areas support limited foraging and cover opportunities for birds. The report notes that Lake Washington provides habitat for a range of anadromous and non-anadromous fish species, including ESA-listed Chinook salmon, steelhead trout, and bull trout. While bull trout are not likely to occur near the project site, other salmonids use the lake for migration, foraging, and rearing. Several non-native fish species are also present in the system and may compete with or prey upon juvenile salmon. The report concludes that due to the proposed project occurring entirely on the existing developed Apron R surface, it would not impact shoreline vegetation or natural features and would result in no net loss of ecological function as required per RMC 4-3-090D.2. Therefore, no additional site- specific mitigation measures are proposed. Mitigation Measures: None recommended. Nexus: Not applicable. b. Stormwater Impacts: The applicant submitted a Technical Information Report, prepared by Sitts & Hill Engineering, Inc., dated February 2025 (Exhibit 8) and a Civil Site Plan (Exhibit 3). Based on the City of Renton’s flow control map, the site falls within the Peak Rate Flow Control Standard area matching Existing Site Conditions and is within the Lake Washington and Cedar River Drainage Basin. All nine (9) core requirements and the six (6) special requirements have been discussed in the TIR. No new impervious surface is proposed, but over 2,000 sq. ft. of impervious surface would be modified or replaced as part of the project. Site improvements consist of the installation of thirteen (13) new crew shelters or tool cabana structures connected to power and fiber lines (Exhibits 3 and 4). The structure sizes range between 80 sq. ft. and 672 sq. ft. The crew shelters will be prefabricated wood structures on elevated steel chassis and the tool cabanas will be repurposed shipping containers constructed of cold-formed steel sitting directly on the concrete pavement. The crew shelters will be secured either to the existing post installed with mechanical or epoxy anchors into the existing concrete paving (Exhibits 6 and 7). Project construction is required to comply with the 2022 Renton Surface Water Design Manual (RSWDM). The TIR submitted is based on a full drainage review as required in the 2022 RSWDM. Core requirements one through nine (1-9), as well as the six (6) special requirements, have been discussed in the Technical Information Report. The report notes that the project is exempt from all core requirements except for Core Requirements #2 (Off-Site Analysis), #3 (Flow Control) and #8 (Water Quality). Staff concurs with the findings in the TIR. An Erosion and Sediment Control Plan (ESC) is required for the site. The development does not result in any increase of impervious surfaces and therefore is not subject to stormwater system development charges. It is anticipated that the requirements set forth by the 2022 RSWDM, or a future stormwater manual adopted by the City of Renton, would be sufficient to mitigate stormwater impacts generated by the proposed development and no site-specific mitigation measures are recommended. Mitigation Measures: None recommended. Nexus: Not applicable. 4. Environmental Health a. Noise Impacts: Noise impacts would primarily result from the installation of the shelter and cabana structures. The construction noise would be regulated through the city’s adopted noise level regulations per Chapter 8-7, RMC. The city’s noise regulations limit haul hours between eight-thirty (8:30) am to three-thirty (3:30) pm, Monday through Friday, unless otherwise approved by the Development Services Division. Permitted work hours in or near residential areas are restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m. for multi-family construction activities from Monday through Friday. Work on Saturdays is restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work is permitted on Sundays. All noise levels would be required to comply with City of Renton code (Chapter 7, Noise Level Regulations) and Washington Administrative Code (WAC 173-60, Maximum Environmental Noise Levels). The anticipated temporary noise impacts would be those commonly associated with mixed- use construction. No further site-specific mitigation is proposed. Mitigation Measures: None recommended. Nexus: Not applicable. 5. Light and Glare Impacts: The applicant submitted a Photometric Report prepared by Säzän Group Inc., dated January 31, 2025 with the application (Exhibit 10). According to the report, the proposed lighting design for the crew shelters and tool cabanas includes LED luminaires mounted at a maximum height of eight feet (8’) above finished grade. Fixtures will be 4000K color temperature and will feature full cutoff shielding to ensure no light is emitted above the horizontal plane. The report notes that crew shelters R2, R3, R10, and R11 are located such that their luminaires have no direct line of sight to the adjacent waterfront and would not result in incident illumination on the water. Crew shelters R12 and R13, which do face the waterfront, are projected to produce a minimal light spill of approximately 0.1 footcandles up to 30 feet (30’) from the source. The report concludes that the proposed levels are minimal and are not anticipated to result in significant environmental impacts. Staff will conduct additional analysis of proposed light levels during the review of the Shoreline Substantial Development Permit. Mitigation Measures: None recommended. Nexus: Not applicable. 6. In addition, the Washington Department of Archaeology and Historic Preservation WISAARD mapping tool indicates a high potential for encountering cultural resources. The Tribe also requests that any lighting associated with the project be Dark Sky Complaint. Staff notes the applicant has proposed full cutoff shield lights on each of the crew shelters and tool cabanas not to exceed eight feet (8’) in height above grade (Exhibit 10). Staff recommends as a mitigation measure that the applicant prepare and submit an Inadvertent Discovery Plan (IDP) prior to the start of any construction. In addition, the applicant shall provide notification to Tribes’ cultural committee prior to the start of construction.
