Door(s) Rear Collision 2025-00004176 Paqe 3 OF 6 Case Number 2025-00004176 Officer Narrative Narrative On 05/12/2025 at approximately 0510 hours I was dispatched to a hit and run collision at 10944 SE 170th St,within the city limits of Renton, King County,WA. Dispatch advised the reporting party was stating that sometime in the past few hours a hit and run collision occurred to his vehicle. I first contacted the reporting party by phone. He verbally identified himself tome as JOHNSON LIEU (DOB 08/28/2000). JOHNSON told me that sometime between approximately 9:00pm the night prior (05/11/2025) and 4:00am this morning(05/12/2025), someone ran into the back of his vehicle,which pushed it forward into the rear end of his mother's vehicle. JOHNSON added that they heard a loud crash sound at approximately 2:00am, but they did not know at the time that this sound was likely the suspect crashing into their vehicles. JOHNSON's vehicle was a silver colored 2017 Honda Civic,WA plate BZZ4683, registered to JOHNSON LIEU, and his mother's vehicle was a maroon colored 2021 Toyota Venza,WA plate BZR1609, registered to LOI VONG. JOHNSON's mother was identified as LOI VONG (DOB 02/22/1974). 1 responded to the scene of the collision for further investigation. Upon arrival to the scene of the collision, I observed the two victim vehicles parked facing west on the north side of the street in front of JOHNSON's residence. I observed the front end of JOHNSON's vehicle was pushed into the rear end of VONG's vehicle. There was damage to the front and rear end of JOHNSON's vehicle and damage to the rear end of VONG's vehicle. JOHNSON showed me a black plastic license plate frame laying on the roadwayjust below his rear bumper. JOHNSON told me this was not his license plate frame and stated he believed it may belong to the suspect vehicle. I recovered this License plate frame as evidence. JOHNSON pointed out to me a large amount of fresh damage to the gray painted wood fence on the south side of the street directly across the road from where JOHNSON's vehicle was parked. The address of this damaged fence was 17001 110th Pl SE, Renton. It appeared the damage to this fence was caused by the suspect vehicle as well, indicating the suspect vehicle would Likely have damage to the front and rear of the vehicle. I attempted to make contact with the owner of the damaged fence but I was unable to contact them. It is unknown at this time who owns the fence. I photographed the scene of the hit and run collision. I provided JOHNSON and VONG with the case number and my business card and then ended my contact with them. I checked the area for video surveillance. I located surveillance cameras facing the scene of the collision on the houses at 10938 SE 170th St and 10839 SE 170th St. I spoke to a resident at both of these addresses and they advised they did not have video of the actual collision,though the resident at 10938 SE 170th St did have short videos from his camera that showed JOHNSON's and VONG's vehicles were This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. Officer: VanderHoek,Jesse #111 1631 Reviewed By: Skelton, David W Date/Time: 05/12/2025 01 :54 Collision 2025-00004176 Paqe 4 OF 6 Case Number 2025-00004176 Officer Narrative-Continued not damaged before approximately 1:55am and were damaged after approximately 2:10am, indicating the loud crash that JOHNSON's family heard at approximately 2:00am was likely the collision. While I was area checking the neighborhood for the suspect vehicle,JOHNSON told me he located a possible suspect vehicle parked on the side of the street on Benson Rd S just north of SE 170th St. JOHNSON described this vehicle as a Ford Escape. I located the vehicle JOHNSON was referring to unoccupied parked facing north on the east side of the street on Benson Rd S just north of SE 170th St. This vehicle did not have any license plates on it,though it was VIN 1 FMCU93143KD18847,which returned in WA DOL to a green colored 2003 Ford Escape, registered to JESUS D. PALMA RIVAS(DOB 12/21/1985),with an address of 16820122nd Ave SE, Renton,WA. I observed what appeared to be fresh damage on the suspect vehicle consistent with the damage at the hit and run collision. The suspect vehicle's front airbags were deployed. I also observed the suspect vehicle had rear end damage with dents and gray paint transfer as well as front end damage with dents and a missing license plate frame. I compared the recovered license plate frame to the front bumper where the license plate frame was missing from the suspect vehicle, and found that it fit perfectly,to include the unique contour of the front bumper. I photographed the suspect vehicle and the fitting of the front license plate frame. I attempted to make in-person contact with PALMA RIVAS at his DOL address but the resident there indicated to me that PALMA RIVAS does not live there anymore and they did not have a phone number for him. I searched LInX and the local database for his phone number, but I was unable to locate it. I was ultimately unable to make contact with PALMA RIVAS to interview him. Upon returning back to the Renton Police Department I logged the recovered license plate frame into evidence. It is unconfirmed at this time who was driving the suspect vehicle at the time of the collision. This concludes my report.
