Commissioner: “When I travel through the
community, there is a direct disconnect
between what we experience here [at the
meeting] from the people who are serving the
city of Renton, and the work that you all are
doing, and the perception of the community,
and what they think you're doing. There's an
opportunity to highlight what it is and help
educate the rest of the public that you guys
aren't sitting on your hands doing nothing,
you are doing extraordinary workand I
think everybody needs to see the same
picture that we see here every month.”

Commissioner question: Are there questions
in the recruitment process that address
working in a diverse community with varying
levels of trust in the institution of policing?
Our interview process seeks candidates with
experience in diverse communities and
includes a psychological assessment in the
written exam to identify potential biases. We
are unique in the West for participating in the
Community Organizers Helping Officers
Restore Trust (COHORT) program, which
brings community organizers and officers
together to build trust. Additionally, state-
mandated Patrol Tactics training, requiring 32
hours every three years, addresses historical
prejudices and ways to overcome them.

Commissioner Comment:
‘Race and languages aren’t the only factors to
consider when attempting to invite input, but
also the cultural norms and relationship to
The Government. An example from the
Japanese community, where the government
has more of a parental role, it would be
disrespectful to provide input and advice on
matters such as the budget. There is
deference to city officials and trust that
decisions are made that will be best for the
community.’

Youth support for activities and success
in school
Equity Commissioner Question:
Have you considered even younger ages
in your upstream interventions?
Yes, we are working to expand support
or programming where it is feasible to
prevent or mitigate behavioral issues
that result in cycles that can place
children on a negative path and earlier,
when consequences can be life-
altering.

Interim HRRM Administrator, Kim Gilman
Overview of the city’s hiring practices
Progress report on diversity in hiring
Demographics on hiring/city
demographics
Partnerships/Advertising of positions
Interview Panels
Rules, bias training, and screening
criteria
Future initiatives – AI, Job Alert
Equity Commissioner Question: Is there a
specific recruiter focused on hiring diverse
individuals?
No individual staff member is tasked solely
with diverse and inclusive recruitment; it is an
expectation of all in the hiring process. Each
HR analyst handles different job postings and
works across the city with departments. We
aim to seek diversity of thought, background,
and experience in our hiring pools.

Communication & Engagement Strategic Plan
C&E Director, Laura Pettitt
Modernizing communication tools and practices
Team growth to meet demand
Engagement and Media Relations
Social Media Policy
Strategic Communication Efforts and
Engagement
Strategy
Crisis communications
Educational and interactive
Modernizing communication channels
Developing engaging visual content
Current Media Platforms and Future Plans
Humanizing city communication and
showcasing city personnel behind stories
Equity Commissioner Comment: The city
should use [the mayor] more in social media
and other communications to humanize the
city and build more authentic relationships
with a new audience.
This is part of the strategic goals, to bring
focus to our tax dollars at work with the
people doing the work. For every project and
initiative underway, the staff behind them are
passionate and dedicated to the city, which
we plan to showcase more in the future. We
will include the mayor in this plan!

Legislative Agenda
Speaker
GA Manager, Eric Perry
Overview ofthe draft legislative agenda
Timeline of how the agenda has been
developed
Next steps in terms of the state
legislature
Areas of focus, including those
discussed with staff and the City
Council
Equity Commissioner Comment: Is the city’s
housing development strategy linked to
transportation infrastructure planning, and if
not, why not? Concerned about the current
inefficiency of public transportation for the
current housing inventory, with more in the
pipeline.
Staff Response: There are efforts to tie housing
initiatives with regional transportation
planning, but the current [2024] state budget
will likely have limited transit funding due to
budget constraints. The city focus is on
increasing regional connectivity and leveraging
state funds to collaborate with transit partners
for greater investment.
