NARRATIVE
CC 25-3825
On 4/30/2025 at 1548 hours I was dispatched to a motor vehicle collision at intersection of NE 12th St
and Kirkland Ave NE in the City of Renton, King County, Washington.
Pre-Collision
Driver 2 stated that he was stopped at a stop sign at the intersection of NE 12th St and Kirkland Ave
NE, facing West on NE 12th St in the #1 lane. Driver 2 stated that he was preparing to proceed West
on NE 12th St.
Driver 1 stated that he was proceeding North on Kirkland Ave NE approaching the intersection of NE
12th St in the #1 lane preparing to proceed North on Kirkland Ave NE.
Collision
Driver 2 stated that another vehicle in the Eastbound lanes of NE 12th St proceeded through the
intersection and that Unit 1 had not yet reached the stop line. Driver 2 stated that he saw Unit 1 begin
to slow down and Driver 1 then stated that he ascertained that it would be safe to proceed through the
intersection. Driver 1 stated that as he proceeded through the intersection, Unit 1 accelerated into the
intersection without coming to a full and complete stop at the stop line. Driver 1 stated that the front
drivers side bumper of Unit 2 collided with the rear passenger side of Unit 1.
Driver 1 stated that he did come to a full and complete stop at the stop line and that as he proceeded
through the intersection, Unit 2 entered the intersection from the East and the front drivers side
bumper of Unit 2 collided with the rear passenger side of Unit 1. Driver 1 was adamant that he did not
run the stop sign.
Given both drivers statements, I reviewed the available evidence at the scene. I located tire markings
on the North side of the intersection that showed the rear drivers side tire of Unit 1 was skidding and
showed that it was being forced to the right. Another Officer spoke with Driver 1 later and Driver 1
stated that his vehicle had spun out after the collision. Given this information and based upon my
training and experience, I determined that it is unlikely that Driver 1 stopped at the stop sign he was
faced with and proceeded through the intersection without stopping. The higher speed that this gave
him resulted in the ability for the collision to force Unit 1 to spin to the right.
Driver 1 also stated that he does not have a valid drivers license and provided me with a photo of his
passport.
Injuries
Neither driver reported injuries.
Vehicle Disposition
Unit 1 was inoperable but was safely away from traffic. Driver 1 remained on scene to change the tire
and drive it away. Unit 2 was operable.
Proximate Cause
I determined that Driver 1 is the proximate cause of this collision because except when directed to
proceed by a duly authorized flagger, or a police officer, or a firefighter vested by law with authority to
direct, control, or regulate traffic, every driver of a vehicle approaching a stop sign shall stop except
as provided in (b) of this subsection at a clearly marked stop line, but if none, before entering a
marked crosswalk on the near side of the intersection or, if none, then at the point nearest the
intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway
before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in
the intersection or approaching on another roadway so closely as to constitute an immediate hazard
during the time when such driver is moving across or within the intersection or junction of roadways.
Driver 1 was cited per RCW 46.61.190 and RCW 46.20.015.
