The reporting party stated that a pickup truck had collided with their parked vehicle and had tried to flee. The pickup truck ultimately stopped near the intersection of SE 2nd St and Union Ave SE. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit 1, identified as Dario Vazquez-Ramos, said he was the sole occupant of his vehicle and was traveling eastbound in a private lane belonging to Sunnydale Mobile Home. He was traveling eastbound on Alder PI just west of the main entrance. Dario admitted that he was not paying attention to the road and subsequently collided with the rear of Unit 2 causing minor damage to the front of Unit 1. Dario stated his license is currently suspended 3rd degree, so he became worried about interacting with police. He fled the scene but was approached by Unit 2 on Union Ave NE. After realizing it was the same vehicle he had collided with, he pulled over. Dario apologized for his actions and asked the other driver to forgive him. After asking for his documents, Dario said he was uninsured and stated his registration had lapsed since 2022. 1 also confirmed that Dario had his license suspended in the 3rd degree. The driver of Unit 2, identified as Alan Secord, said his vehicle was unoccupied and parked in front of the main office at Sunny Dale Mobile Home. While speaking with the office manager, he heard a loud crash coming from the roadway. He investigated and observed Unit 1 strike his vehicle. Unit 1 then fled the scene, but Alan was able to approach it on Union Ave NE. Unit 1 collided with the rear of Unit 2 causing moderate damage to the rear of Unit 2. After Unit 1 stopped and police arrived, Alan stated he did not want to pursue criminal charges against Dario. The office manager, identified as Suzanne Agenboard, reported a similar story and stated Unit 1 struck Unit 2 while parked on the roadway. The driver of Unit 1 (Dario) was not paying attention to traffic in front of him. Dario violated Renton Municipal Code (RMC) 10-12-25 -Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). Based on the above statements, I determined that the Driver of Unit 1 (Dario) is the proximate cause for the collision due to inattention causing a collision. I cited Dario for DWLS 3rd and issued him 2 additional infractions. No insurance and expired tabs past 2 months. An exchange of information was provided to all involved parties.
