NARRATIVE
hit/run ditch
On 5/16/2025 at about 0817 hours within the city limits of Renton/King/Wa I was dispatched to a 3 car
hit and run crash with one vehicle in a ditch near the 16100 block of Maple Valley Hwy.
While enroute Dispatch advised that witnesses were calling in that one of the vehicles was not
actively leaving the scene with front end damage to his vehicle. Renton Fire was enroute and I
requested for at least one tow truck.
While enroute to the location Dispatch advised that a person called 911 to say a vehicle with the
bumper hanging down and now missing was pulling into the parking lot of Chevron. Officer Arnold
was in the location and was able to locate the suspect now fleeing on foot by of bystanders flagging
him and directing him.
The hit and run suspect was now seen running on foot into the bushes on the south side of Maple
Valley Hwy just west of the 152/MVH intersection. I could physically see Renton Fire was on scene at
the crash location so I diverted Arnold and 1 chased the suspect on foot into the bushes. As
additional Renton Officers arrived I left the foot chase and returned to the crash scene.
I was contacted by a male witness ID'd as Rasmussen. He told me he was southbound lane 1 and
had a broad, clear and unobstructed view of the following. Unit 2 was northbound MVH lane 2 when
unit 1 swerved across the front of unit 2, striking unit 2 and forcing unit 2 across the 2WCLTL, 2 lanes
of SIB MVH and into a ditch. Rasmussen told me a friend of his told him that unit 1 who fled the scene
stopped on the south side of MVH near the 16100 block of MVH and finished ripping his bumper off,
jumped back in his 4runner and drove to Chevron parking lot. Rasmussen was able to ID the vehicle
but not the driver.
I contacted the driver of unit 2. She was seated away from the roadway with multiple RFD. She was
clearly upset and crying. 1 noticed her work ID tag as Doctor Sandhu. She told me she was in lane 1
and saw a couple vehicles signalling to make way back onto MVH in her same direction. She told me
she changed lanes to avoid them and make space. She told me she was going about 52mph at this
time. She thought that a different vehicle swerved in front of her and so she swerved to avoid contact
and possible closed her eyes, where she eventually went into the large ditch on the opposite side of
MVH. She did complain of injury and would go for follow up later. Her vehicle was towed for
damages.
Other Renton Officers were able to locate and take unit 2 into custody for hit and run attended. A
WACIC/DOL check revealed he was DWLS 3rd. He was transported to Score Jail for booking.
Officer Smith cited for the criminal charges related to this case. Officer Arnold provided a
supplemental reference his capture and arrest of unit 2.
There was obvious damage to both vehicles that aligned the contact points and collision as provided
by the witness Rasmussen. I provided this information to unit 2 and she said she was so upset it was
probably unit 2 but she thinks she closed her eyes.
I cited unit 1, Moreno Hernadez, Jose Angel 09271984 ref RCW 46.16A.030 Expired tabs. The tabs
on his vehicle displayed 10-2024. A WACIC/DOL check revealed they expired 10-18-2024. Also
Moreno did not provide valid proof of insurance ref RCW 46.30.020 which is a requirement and Ref
RCW 46.61.140 Improper lane use 2 vehicle crash via complaint.
