I was dispatched to a hit and run collision report by phone that occurred in the 900 block of S 2 nd Street in the city of Renton, King County,Washington. I spoke with the victim, Gurman S. Heera (DOB: 04/15/1959) by phone at approximately 1233 hours. UNIT 1: CHRYSLER ASPEN Heera described the suspect vehicle as a black Chrysler Aspen bearing Washington license plate BXH6742. Heera said he took a photograph of Unit 1 as it fled the scene. A records check revealed Unit 1 was registered to David L. Riches (DOB: 04/10/1960) at 12420 169th Avenue SE in Renton. Heera said Unit 1 should have front end damage from the collision. UNIT 2: LEXUS GX Heera described his vehicle as a silver 2023 Lexus GX(WA/CKU5859, Unit 2). Heera said Unit 2 had rear end damage from the collision. DRIVER 1: UNKNOWN Heera described the driver of Unit 1 as a white male, between 55-60 years old,with gray hair and a medium build. Heera said the driver briefly stopped Unit 1 and spoke with Heera, claiming he was going to pull over and exchange information, but fled the scene shortly thereafter. I established him as the driver of Unit 2 by his admission. Heera was not injured from the collision. REGISTERED OWNER 1: RICHES, DAVID L. Unit 1's registered owner was David L. Riches (DOB: 04/10/1960). 1 viewed Riches'Washington Department of Licensing photograph. Riches' hair was red, not gray. I do not know when the photograph was taken and if Riches' hair has since grayed or if he changed the color. I attempted to call Riches at a phone number I located in a law enforcement database, but it went to a closed business line. I was unable to contact Riches by phone. STATEMENT: HEERA GURNAM S I spoke with Heera about the collision.The following is a summary of our conversation: Heera drove Unit 2 west on S 2nd Street toward Wells Avenue S. Heera slowed for stopped traffic at a red traffic signal. Unit 1,which drove behind Unit 2 in the same lane,failed to stop. Unit 1's front end collided with Unit 2's rear end. The driver of Unit 1 briefly stopped,told Heera he would exchange information with him, then drove west on S 2nd Street and out of sight. Heera took a photograph of Unit 1 as it drove away. Heera said he could identify the driver of Unit 1 if seen again. PHOTOGRAPHS I sent Heera an Axon Community Request link for photographs of his vehicle and the photograph(s) he took of Unit 1. I have yet to receive them. PROXIMATE CAUSE The proximate cause of the collision was determined by my conversation with Heera. The unknown driver of Unit 1's actions were the proximate cause of the collision, specifically his violation of RCW 46.61.400(1),which states: No person shall drive a vehicle on a highway at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the highway in compliance with legal requirements and the duty of all persons to use due care. PROBABLE CAUSE If identified, I have probable cause to arrest the unknown driver of Unit 1 for RCW 46.52.020(2)(a). The unknown driver was the driver of a vehicle (Chrysler Aspen) involved in an accident resulting only in damage to a vehicle (Lexus GX)which was driven by a person (Gurnam S.
