SUBJECT: FRY ELECTROHIC'S REQUEST FOR SALES TAX SHARING
Dear Matt and Lenard:
Attached is a copy of a letter from Jay Reich, a partner at Preston Gates and Ellis Law Firm
LMr.
Reich is a recognized authority in the State of Washington on the subject of funding
public/private partnerships and has written much of the existing legislation on that subject.
Essentially, Jay agrees with me that while Washington State law allows cities to make
expenditures for such things as publicly owned parking garages and public infrastructure
improvements, the proposed tax —sharing arrangement outlined in Mr. Foley's letter is not i
authorized and would not be allowed in this state. f� �/ 3�
