Neil, I have pored over this request (attached) and scrutinized the Code -

administrative approval would require direct contradiction of the Cope on two issues:

this partial payment provision). I don't find wiggle room in the Code that would allow this
criterion to be ignored -
Unfortunately, I think that the right way to approach this is to bring a Code revision proposal
before Council (would have to cover water, sewer, storm). I would support a provision allowing
commercial property coverage up to 1000/a to be used for dense developments in which no
undeveloped property was identified and no setback or other deductions are proposed for the
segregated area- Another possible approach would be to ask Council for an interpretation for this
particular project ernly. R'hile quicker, and not requiring an ordinance, the problem with this
approach would be the same "red face- issues that i encountered trying to find a nexus to allow
the request.
