ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Fire Protection Impacts: Fire Prevention staff indicate that sufficient resources exist to furnish services for the project, subject to the condition that the applicant -)rovide required improvements and fees. The proposal would construct 151,200 gross square feet of new building area, which would potentially impact the Citys Fire Emergency Services. Therefore, a Fire Mitigation Fee based on a rate of S0.52 per square foot of new building area will tie required. The fee is estimated at $78,624.00 (S0.52 x 151,200 square feet = S78,624.00) and is payable prior to the issuance of building permits. Mitigation Measures: The applicant shall pay 're appropriate Fire Mitigation Fee based on a rate of $0.52 per square foot of new building area. Transportation Impacts: The proposal would create 151.200 square feet of new -big box' retail space and is anticipated to generate 35.76 new daily trips per 1,000 square feet of retail area with an assumption of 25% primary trips, or 1,351-73 estimated trips as a result of the project. A Traffic Mitigation Fee based on a rate of $75.00 per net new daily trip generated by the proposal will be required. The mitigation fee is estimated at $101,379.75 ($75.00 x 1,351.73 net new trips = $101,379.75) and is payable prior to the issuance of building permits. The additiona! trips generated by the proposal are anticipated to significantly impact the existing traffic system in the immediate area. Therefore, staff recommends the applicant be required to install roadway improvements in order to provide a left turn lane onto Garden Avenue North. Specifically, channelization and traffic signal modifications will be required to implement a westbound Park Avenue to southbound Garden Avenue left-tum at the Park Avenue North f Lake Washington Boulevard / Garden Avenue North intersection. Access to :-e site is proposed via three driveways, one of which is located on the east side of the site's North 8"' street frontage and would align with the existing Paccar driveway on the south side of the street. The ether two driveway entrances would be off of Garden Avenue North — one of the south side and one on the north side of this street frontage. The majority of the parking for the site would be provided on the north side of the building. However, a small number of parking stalls would be located on the south side of the building fronting North 8°t Street. The future Sound Transit North 8' Street / 1-40.5 HOV Direct Access Interchange project would potentially impact the proposed improvements to the property. Specifically, 15 feet of the site's frontage along North 8°1 Street would likely be dedicated to the City for use by Sound Transit. Although the future dedication would involve the elimination of the required 15-foot landscaped setback along North 8' Street, the proposed parking and vehicle circulation for this portion of the site would not be affected. In order to encourage cost efficient landscape improvements for the present development, staff will require the revision of the landscape plan to include minimal plantings along this street frontage to be maintained until such time the land is necessary for the Sound Transit project. Staffs approval of the revised landscape plan will be necessary prior to the issuance of building permits for the development. Mitigation Measures: 1. The satisfaction of this requirement shall be subject to the review and approval of the Development Services Division prior to the issuance of a Certificate of Occupancy for the project.
