The building would be situated on the south end of the site with the majority of the parking located on the north side of the structure. The northern portion of the property would remain undisturoed. The proposed structure would be 42 feet in height with split face concrete masonry units and an exterior insulating finish system. Parking and utility improvements are also proposed, including resurfacing of the existing asphalt areas for the creation of 756 parking stalls. The majority of the spaces would be distributed on the north side of the building, with a small portion to be located on the south side. A loading area would a;so be located on the south side of the building and would include the appropriate back out distance as required by code (100 feet). In addition, a 13-foot tilt - up concrete dock screen wall painted to match the building's exterior would provide adequate screening for the loading area. The proposal includes the installation of associated landscape areas around the perimeter of the site, as well as within the interior of the parking area. proposed plantings include a mixture of native trees, shrubs and ground covers. Pedestrian pathways. wnich would connect to the entrance of the building, are provided throughout the parking area and along the perimeter of the building. Lighting is also provided throughout the site. Access to the development would oe provided by three driveways — two off of Garden Avenue North (one on the north and one on the south ends of the site) and one off of North 8' Street (on the east side, aligning with the existing Paccar driveway). The vehicle circulation layout within the parking lot includes traffic control devicas, such as stop signs and speed bumps. The northern 9 acres of the parcel, which would remain undweloped, would be separated from the project site by a curb constructed as part of the parking area improvements. The project would require minimal excavation for the construction of the building foundation. Project construction is anticipated to begin in June of 2001 and would be completed by November 2001- Staffs review of the project's compliance with the iH development standards and parking requirements is addressed in the Advisory Notes section of this report. B_ RECOMMENDATION Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials make the following Environmental Determ;r ='ion: DETERMINATION OF DETERMINATION OF NON -SIGNIFICANCE XX NON - SIGNIFICANCE - MITIGATED. The applicant shall pay the appropriate Fire Mitigation Fee based on a rate of SO.52 per square foot of new building area. The fee is estimated at S78,624.00 (SO.52 x 151,200 square feet = $78,624.00) and is payable prior to the issuance of building permits. 2. The applicant shall pay the appropriate Traffic Mitigation Fee based on a rate of $75.00 per net new daily trip to the site generated by the project. The fee is estimated at $101,379.75 ($75.00 x 1.351.73 net new daily trips = $101,379.75) and is payable prior to the issuance of building permits. 3. The applicant shall install channelization and traffic signal modifications in order to implement the westbound Park Avenue to southbound Garden Avenue left-tum at the Park Avenue North / Lake Washington Boulevard / Garden Avenue North intersection. The satisfaction of this requirement shall be subject to the review and approval of the Development Services Division prior to the issuance of a Certificate of Occupancy for the project. 4.
