The lot must be landscaped in a pattern that reduces the barren appearance of the parking lot. The ,. bmitted site plan will be required to call out the percentage of the parking area provided as landscaping. All landscape areas must be a minimum of 5 feet in width and are required to contain underground sprinkling systems. At the time of formal application submittal, a detailed landscape plan indicating the location, sizes, and types of the proposed plantings will be required. Screening - Screening is recommended for all surface -mounted and roof top utility and mechanical equipment. All outdoor storage. garbage, refuse compactor or dumpster areas must be screened by a fence, landscaping, or combination of both in order to achieve visual screening. Approval of the proposed loc-lions of dumpster or compactor areas by Rainier Waste Management is recommended prior to the submittal of the formal land use application. The site plan application will need to include elevations and details of the locations and proposed methods of screening for all outdoor storage or collections areas. Parkin - The parking regulations require a specific number of off-street parking stalls based on the amount of square footage dedicated to certain uses. For the proposed retail building, a minimum of 4 to a maximum of 5 parking spaces. would be required for every 1.000 square feet of gross floor area. Based on the size of the proposed building, a minimum of 605 to a maximum of 756 parking spaces would be required on -site - The site plan submitted indicates 700 standard sized parking spaces would be provided, including 21 ADA accessible stalls. The parking regulations specify that compact spaces, if proposed, are not to exceed 30 % of the parking spaces provided. The proposal appears to comply with the amount of parking required for the project, and even exceeds the number of ADA spaces required (14). The parking regulations specify standard stall dimensions of 9 feet x 20 feet, compact dimensions of 8% feet x 16 feet, and parallel stall dimensions of 9 feet x 23 feet. An aisle width of 24 feet is required for 90 degree parking stalls and a width of 18 feet is required for parallel stalls. ADA accessible stalls must be a minimum of 8 feet in width by 20 feet in length, with an adjacent access aisle of 8 feet in width for van accessible spaces. The proposal appears to comply with the parking regulations. Please note all lighting within the parking area must illuminate only the parking lot and must avoid undue glare to adjacent properties_ Loading Areas - Vehicles taking part in loading activities are not permitted to project into or maneuver on public streets. Dock high loading doors are required to provide a minimum clear maneuvenng area of 100 feet for each door. The proposed loading area appears to satisfy these requirements, provided loading vehicles enter the site from the appropriate directions. Access - Three driveways are proposed on Garden Avenue, as well as one driveway on North 8' Street. As proposed, the driveways appear to comply with driveway width and location standards, with the exception of the driveway proposed on North 8'h Street. This driveway will be required to align with the existing PACCAR driveway located on the south side of North 8' Street. Signage: Only one freestanding business sign (pole. monument/ground. projecting or roof) is permitted per street frontage for each individual parcel. Each sign shall not exceed an area greater than one and one-half square feet for each lineal foot of propert/ frontage that is occupied by the business. In no case shall the sign exceed a total of 300 square feet (150 square feet per face if a two face sign). In addition to the permitted freestanding sign, wall signs with a copy area not exceeding 20% of the facade to which it is applied are also permitted. I"— � ,r� i { Permit Requirements: The project would be required to undergo Environmental (SEPA) Review. The ! review process would be completed in an estimated time frame of 6 to 8 weeks once a complete application is accepted. The application fee would be $1,000.00, plus 50.34 per railing label required for notification to all property owners within 300 feet of the site.
