HomeMy WebLinkAboutNOA_Project Acceptance_20250513 NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF NON-SIGNIFICANCE (DNS) AND PUBLIC HEARING A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) – Planning Division of the City of Renton. The following briefly describes the application and the necessary Public Approvals. A virtual/telephonic public hearing is tentatively scheduled for July 15, 2025 at 11:00 AM before the Renton Hearing Examiner by means of the Zoom video conferencing web application which includes a phone-in option. The public is highly encouraged to attend the meeting by using one of the methods listed below. See also https://rb.gy/tad3u1  PROJECT DESCRIPTION: The applicant is requesting Preliminary Plat approval, Environmental (SEPA) Review, and Site Plan Review for the subdivision of an existing 111,381 square foot (2.56 acre) site into 20 lots for the future construction of single family residences and two tract (Tracts A and B). The project site is comprised of two (2) parcels located within the Residential-14 zone. The project site is currently developed with two single family residences and associated detached accessory structures, proposed for removal. Access to the site is proposed via a new 53-foot wide public right-of-way off 108th Ave S. In addition, a 20-foot wide secondary emergency access tract (Tract B) is proposed along the northern portion of the property to provide emergency access. According to COR Maps, a Wellhead Protection Area, Zone 1 Modified and slopes with a grade of between 15 percent and 25 percent are mapped on site. A Type F stream is mapped offsite to the east.  DATE OF APPLICATION: May 12, 2025  NOTICE OF COMPLETE APPLICATION: May 21, 2025  OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS. CONSISTENCY OVERVIEW:    Zoning/Land Use: The subject site is designated Residential High Density (RHD) on the City of Renton Comprehensive Land Use Map and Residnetial-14 (R-14) on the City’s Zoning Map.   Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist   Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-2-110A and other applicable codes and regulations as appropriate.   Proposed Mitigation Measures: No mitigation measures are proposed at the time of this posting.  Comments on the above application must be submitted in writing by 5:00 PM on June 16, 2025.
