NARRATIVE
On May 5, 2025, at approximately 1120 hours, I was dispatched to a two-vehicle collision just south
of the intersection at Oakesdale Ave SW and SW Grady Way, within the City Limits of Renton,
County of King, State of Washington.
Upon arrival, I contacted the involved parties and confirmed that no medical assistance was needed.
While on scene, I collected the involved parties driving documents and their independent recollection
of events leading up to the collision.
The driver of Unit#1, identified as Heather Tieken, said she was the sole occupant of her vehicle and
was traveling northbound on Oakesdale Ave SW just south of SW Grady Way in the right turn lane.
Heather stated she was traveling directly behind Unit#2 and saw as Unit#2 had come to a stop for
queued traffic at the upcoming intersection. Heather stated that she was unable to stop in time and
subsequently collided with the rear of Unit#2 causing moderate damage to the front of Unit#1.
The driver of Unit#2, identified as Baoliu Xu, said she was accompanied by her front passenger and
was stopped at the intersection of SW Grady Way and Oakesdale Ave SW, in the right turn lane.
While Unit #2 was stopped for queued traffic, Unit#1 collided with the rear of Unit#2 causing minor
damage to the rear of Unit#2.
The driver of Unit#1 (Heather) was not paying attention to traffic in front of him. Heather violated
Renton Municipal Code (RMC) 10-12-25-Inattentive Driving which is defined as any person to drive a
motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of
Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely
operate the vehicle under the prevailing conditions, including, but not limited to, the nature and
condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other
traffic, or by the driver focusing or directing the driver's attention to something other than driving the
motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything
resting on, or traveling on, or entering the roadway in time to take appropriate action as
circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11).
Based on the above statements, I determined that the Driver of Unit #1 (Heather) is the proximate
cause for the collision due to inattention causing a collision.
Unit 1 sustained moderate damage to the front bumper and needed to be removed by Bankers
Towing. Unit 2 was able to be driven away without further incident. An exchange of information was
provided to all involved parties.
