The dispatcher advised a vehicle vs. pedestrian. A pedestrian is lying down but still moving their arms. As 1 arrived on the scene, I observed an Asian female lying on the roadway and being treated by Fire and Medic One. Her WADOL photo later identified the female as DE CASTRO-WILLIAMS, DESSA (Dob 06/12/1987). The driver of the vehicle was identified by his WADOL photo as ALSTON, JAMIL THOMAS (dob 02/12/1976). Jamil's vehicle was a black colored 2024 Rivia R1T bearing WA plate D08761F registered to him. I spoke with Jamil, who advised that he was on NE 4th ST in lane #1 (lane #1 being closest to the school). It should be noted that this road is only a one-way road traveling West. While attempting to make a left turn onto Park Avenue North at a green light, he was waiting for pedestrians to cross on the sidewalk when he noticed a friend of his from church, MELENEY. He said they talked briefly until he realized the light would turn red. Jamil claimed the road was clear before making the left turn. While making the left, he said he heard a thump and could hear a woman screaming. Jamil immediately stopped his car and acknowledged he had hit someone. Jamil was very cooperative. He did not show any signs of DUI. After making his statement, Jamil provided video surveillance of the incident from his vehicle, showing a similar version of what he had told. I spoke with a witness identified by her WADOL photo as MELENEY, KATHERINE JANE (dob 02/07/1985). Meleney was the friend crossing the sidewalk traveling east near the school and talking to Jamil. She stated they are friends from church and were talking while she crossed, and he was waiting to make a left turn. After that, she witnessed Jamil strike Dessa while they said their goodbyes. Meleney noted that he was traveling slowly when he hit Dessa. Another Witness identified by his WADOL photo as DE LAURENTI, MARK RAYMOND (dob 11/03/1954), advised that he also witnessed the incident. Mark was on Park Ave N near the school, facing North. He stated he saw Jamil speaking with Meleney as she crossed the road, and Jamil was waiting to make a left turn. Mark said he believed that Jamil got distracted and overlooked that another person was crossing the sidewalk, and seconds later, Jamil hit Dessa. Dessa was crossing the sidewalk near the school on N 4th St, traveling east to pick her kid from school. 1 could not get a statement from her as she was rushed to Valley Medical for further evaluation. I spoke with Medic One, and they stated the injuries were non-life-threatening. Injuries were located at the back of her head and forehead. She was able to respond and communicate after being unconscious. Dessa's kid was picked up by her parents. Also, the father/husband was notified about the situation and was en route to Valley Medical. Pictures and a video will be uploaded as evidence. The video shows what Jamil and the witnesses stated in their statements. The vehicle is undamaged. A case number was provided to Jamil and Dessa's mother. Jamil is getting an infraction (5A0424487) for being distracted while driving. This concludes my report. My Axon camera was on for this call.
