This project is categorically exempt from Environmental (SEPA) Review as a maintenance activity, consistent with WAC 197-11-800(3). The project includes three (3) segments of pipe lining and encompasses two (2) sites. The first site, located at 905 Talbot Rd S, is situated south of S Renton Village Pl and west of Talbot Rd S (Attachment A). The second site is located south of S Renton Village Pl and east of Talbot Rd S in the north parking lot of 1400 Talbot Rd S (APN 1923059090). These sites are zoned Commercial Arterial (CA) and are designated Commercial Mixed Use (CMU) in the Comprehensive Plan Land Use Map. The purpose for the proposed rehabilitation work, as detailed in the Project Narrative (Attachment B) and the Site Plan (Attachment A), involves repairing 66 linear feet (66’) of 24-inch (24”) concrete stormwater pipe and 340 linear feet (340’) of 42-inch (42”) corrugated metal stormwater pipe (CMP) that is deteriorated or failing. This would be achieved by inserting a Cured-in- Place Pipe (CIPP) liner into each identified pipe by means of a trenchless method. The scope of work includes installing temporary stormwater diversion as necessary in upstream structures to bypass flow to downstream structures for each pipe segment. As a result, the storm structures may be required to be plugged and/or require coffer dams. Following the stormwater diversion, the pipes would be cleaned, debris removed, and any voids filled with grout. Subsequently, a 42-inch (42”) CIPP liner would be installed along the entire length of the designated pipes using a trenchless method. If temporary diversion is necessary for the 42-inch (42”) lining, it would be removed from the upstream structure upon completion. Finally, a 24-inch (24”) CIPP liner would be installed along the entire length of the designated pipes, which may also require temporary stormwater diversion in the upstream structure to bypass flow to the downstream structure. It is anticipated that a stormwater diversion would be required due to Rolling Hills Creek flowing through pipes 118951, 128514 and 128467. According to City of Renton (COR) Maps, there are high seismic hazard areas, high landslide hazards, high erosion hazards, sensitive and protected slopes, and a piped Type F stream (Rolling Hills Creek) mapped on the site. CRITICAL AREA: High Erosion Hazards, High Seismic Hazard Areas, High Landslide Hazard, Type F Stream (Rolling Hills Creek), Sensitive and Protected Slopes, EXEMPTION JUSTIFICATION: Renton Municipal Code, Section 4-3-050C.3.e.ii. Maintenance, Operation, and Repair of existing Parks, Trails, Roads, Facilities, and Utilities, and the Construction of New Trails: Normal and routine maintenance, operation and repair of existing parks, trails, streets, roads, rights-of-way and associated appurtenances, facilities and utilities where no alteration or additional fill materials will be placed other than the minimum alteration and/or fill needed to restore those facilities or to construct new trails to meet established safety standards. The use of heavy construction equipment shall be limited to utilities and public agencies that require this type of equipment for normal and routine maintenance and repair of existing utility structures and rights-of-way. In every case, critical areas and required buffer impacts shall be minimized and disturbed areas shall be restored during and immediately after the use of construction equipment. CRITCAL AREA EXEMPTION FINDINGS: The proposed development is consistent with the following findings pursuant to RMC section 4-3-050C.2.d: i. The activity is not prohibited by this or any other provision of the Renton Municipal Code or State or Federal law or regulation; Staff Comments: Maintenance and repair of existing utilities are exempt activities and are permitted within geologic hazard areas, habitat conservation areas, streams and lakes, and wetlands according to the City of Renton’s Critical Areas Regulations. This decision does not exempt the applicant from any other agency approvals needed to do the proposed work. For example, Washington State law (RCW 77.55) requires hydraulic projects in or near state waters to get a Hydraulic Project Approval (HPA) from the Washington Department of Fish and Wildlife (WDFW). A HPA ensures that construction is done in a manner that protects fish and their aquatic habitats. ii. The activity will be conducted using best management practices as specified by industry standards or applicable Federal agencies or scientific principles; Staff Comments: The project site encompasses critical areas such as high seismic hazard areas, high landslide hazards, high erosion hazards, sensitive and protected slopes, and a piped Type F stream (Rolling Hills Creek), however, the proposed pipelining work is designed to avoid impacts to these sensitive areas. As outlined in the Project Narrative (Attachment B), the trenchless lining method would not impact the soil. Furthermore, the project would adhere to industry standards using best management practices, as illustrated in the Site Plan (Attachment A), to ensure minimal impact during all phases of work. iii. Where water body or buffer disturbance has occurred in accordance with an exemption during construction or other activities, revegetation with native vegetation shall be required; Staff Comments: The proposal entails the rehabilitation of existing 42-inch (42”) and 24-inch (24”) stormwater pipes through the non-invasive application of CIPP lining. Given that no excavation or underground work would occur, no disturbance to any water body or buffer is anticipated within the project sites. v. If a hazardous material, activity, and/or facility that is exempt pursuant to this Section has a significant or substantial potential to degrade groundwater quality, then the Administrator may require compliance with the Wellhead Protection Area requirements of this Section otherwise relevant to that hazardous material, activity, and/or facility. Such determinations will be based upon site and/or chemical-specific data. Staff Comments: Not applicable. It is not anticipated that the proposal would result in hazardous materials infiltrating groundwater as the proposed work is within existing stormwater pipes. The scope of work includes constructing temporary stormwater bypasses as needed during construction to divert stormwater around trenching and pipe installation activities while maintaining drainage of upstream stormwater, as described in the Site Plan (Attachment A). It is anticipated that by inserting a CIPP liner into each pipe, existing drainage patterns would be maintained. DECISION: An exemption from the Critical Areas Regulations is hereby Approved . PROJECT BACKGROUND & DESCRIPTION The City of Renton Surface Water Utility has identified three segments of pipe that have been damaged or are starting to fail due to age. The Surface Water Utility has setup a CCTV review program that videos stormwater pipes. CCTV of assets 128514, 118951, and 128467 have been reviewed for pipe deterioration and cracking. Each of these damaged sections convey water from Rolling Hills Creek. The Rolling Hills Creek Pipe Rehabilitation Project is a maintenance project to ensure that further deterioration is stopped by inserting a CIPP liner into each pipe. This liner extends the life of the existing pipe by sealing the cracks and other damages of the pipe. FACILITY CONFIGURATION CIPP Lining of 340 LF of 42” CMP Pipe and 66 LF of 24” Concrete Pipe adjacent Talbot Rd S. Easements: No easement is required due to the work being entirely in the City of Renton right-of-way. Surveying and Geotechnical Investigation: No survey was conducted. Information for design drawings were based on City of Renton GIS data. No geotechnical report has been generated and is not required because the project is lining existing 24” and 42” pipes and will not be impacting the soil. Design: The City of Renton Surface Water Utility has completed the design of the project internally. Design elements included construction plans, specifications, and engineer’s cost estimate. Environmental Review Permits: This project requires an HPA from WA Department of Fish and Wildlife because the pipe being repaired conveys Rolling Hills Creek. A Critical Areas Exemption permit is being requested. Lastly, this project is categorically exempt from SEPA because this is a maintenance project per WAC 197-11-800 (3). Construction: There are three segments (manhole to manhole) of pipe lining. A total of 66 LF of 24” concrete pipe and 340 LF of 42” CMP to be lined. Each segment should take approximately 1 day to complete for a total of 3 days of lining work. The work will consist of setting up at the upstream and downstream structure and installing the new liner. Challenges will include access to the structures and traffic/pedestrian control. No excavation or underground work will be conducted. Project is lining an already existing 42” and 24” pipe. Utility locates will be responsibility of contractor to ensure that their method of accessing the project site and performing lining of pipe will not impact other utilities.
