CITY OF RENTON
REQUEST FOR PROPOSALS
NOTICE TO CONSULTANTS FOR ENVIRONMENTAL AND PERMITTING
TRANSPORTATION PROJECTS
The City of Renton (City), in accordance with Chapter 39.26 RCW, is soliciting proposals from Professional
Services Consultants for the projects listed below. The City is seeking consultants with offices located in the
State of Washington and licensed to do business in the State of Washington and with expertise in
Environmental Services and Permitting for FHWA-funded Transportation projects. Interested consultants must
submit electronic proposals as outlined below.
Scope of Work
The Consultant will provide environmental services, prepare environmental documents, and obtain permits
for the following Projects, in compliance with the WSDOT LAG Manual.
Sunset Trail Project (TIP # 22-20, 2023-2028).
NE 44th Street/I-405 Park and Ride (TIP # 24-50, 2023-2028).
Evaluation Criteria, and scoring of electronic proposals
Each consultant will be evaluated and ranked based on the following criteria:
1. Project Team (20 points): Demonstrated expertise and relevant experience of the proposed team
members.
2. Project Experience (20 points): Relevant Team Experience
3. Project Understanding, Approach, and Timeline (20 points): Soundness of methodology, realistic
schedule, and efficient work plan.
4. Cost Proposal (25 points): Costs shall indicate the proposed not-to-exceed cost for completing the tasks
identified and presented by the Consultant in the Scope of Work. Cost is to include an hourly rate per
task, hourly billing rates of personnel to be utilized on the project and other associated costs. The total
not-to-exceed shall include the cost of all personnel, sub-consultants, administration, overhead,
meeting attendance, research, travel, postage, reproduction, and all other related costs, both direct
and indirect, necessary to complete the Project.
5. Clarity of Proposal (15 points): Completeness of information, clarity of communication, and adherence
to the 10-page limit.
Contract type (method of payment): The City will utilize WSDOT’s Local Agency A&E professional Services
Negotiated Hourly rate Consultant Agreement.
Information to be provided in the Electronic Proposal
In addition to the items listed above, submittals from consulting firms must include the firm name; phone; name
and e-mail address for Principal-in-Charge and proposed Project Manager; disciplines provided by the firm and
total number of employees within Washington State. Similar information shall be provided for any sub-
consultants.

Submittal
Please submit an electronic version of your Submittal with a cover letter and no more than twenty (10) pages
(not including resumes) and not larger than 25 MB in file size. Submittals shall contain the following:
The electronic proposal shall be submitted via e-mail to Hebé Bernardo at hbernardo@rentonwa.gov , no later
than 3:30 p.m., Pacific Local Time on Monday, June 16. Submittals will not be accepted after that date and
time.
Any questions regarding this submittal process and/or the technical aspects of the project should be e-mailed
to Hebé Bernardo at hbernardo@rentonwa.gov. Please write the RFP title in the subject line. Any questions
submitted within two (2) business days of the submittal deadline may not be addressed.
Consultant Evaluation and Selection Process
After the electronic Proposals have been evaluated, the highest ranked firm(s) will be interviewed. All firms
submitting proposals will be notified in writing as to their status in the selection process. Final selection of the
most qualified firm will be made based upon the interview(s).
The City will notify the selected firm in writing, meet with the consultant to reach a complete and mutual
understanding of the scope of services, and begin contract negotiations based on the level of effort deemed
appropriate for the project. If a satisfactory contract cannot be negotiated, the City will terminate the
negotiations with that firm and attempt to negotiate a contract with the next most qualified firm. The process
will continue until an agreement is reached or the search is terminated.
Americans with Disabilities Act (ADA) Information
The City of Renton in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans
with Disabilities Act (ADA), commits to nondiscrimination on the basis of disability, in all of its programs and

Title VI Statement
The City of Renton, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42
U.S.C. § 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that
any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded
full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the
grounds of race, color, or national origin in consideration for an award.
Terms and Conditions
The City may, at its sole discretion, cancel this Request for Proposals (RFP), issue a new RFP, reject any or all
Proposals, seek or obtain data from any source that has the potential to improve the understanding and
evaluation of the responses to this RFP, seek and receive clarifications to an Proposal and waive any deficiencies,
irregularities or technicalities in considering and evaluating the Proposals.
This RFP does not commit the City to enter into a contract. The City assumes no obligations, responsibilities and
liabilities, fiscal or otherwise, to reimburse all or part of the costs incurred by the parties responding to this RFP.

All such costs shall be borne solely by each Submitter.
Materials submitted in response to this competitive process shall become the property of the City and will not be
returned. All submittals received will remain confidential until the City and the selected Consultant sign any
contracts resulting from this advertisement. All submittals are deemed public records as defined in RCW 42.56.
