At approximately 1843 hours, officers were dispatched to a possible hit-and-run accident at the intersection of Duvall Ave NE/NE 24th St, which is located within the city limits of Renton, County of King County, Washington. A later investigation revealed that this was a blocking accident and not a hit-and-run collision. Dispatch advised that a subject had heard the collision happen nearby and believed that one of the involved vehicles had left the location. The caller also advised that there was a dirty silver sedan with the hood up still at the location, along with another black sedan. When I arrived at the dispatch location, I found that there were two vehicles blocking lane 1, respectively, of northbound and southbound Duvall Ave NE at NE 24th St. I was able to identify each unit and their respective drivers as listed above. I was able to speak to the driver of Unit 1. My conversation with him is summarized as follows: Unit 1 stated that he was coming out from NE 24th St, preparing to turn right to head southbound on Duvall Ave NE. Unit 1 has a stop sign before entering Duvall Ave NE from NE 24th St. Unit 1 stated that he looked both ways before proceeding with his turn, when suddenly Unit 2 had approached from lane 1 of southbound Duvall Ave NE and struck his vehicle. Unit 1 stated that he believed Unit 2 was speeding. I took a look around Unit 1. 1 saw that his front driver's side bumper was damaged. The bumper was partially hanging off with significant dents. I also saw that no airbags had deployed inside his vehicle. Unit 1 stated that he had minor leg pain as a result of the accident. He also stated that he was not wearing his seatbelt at the time of the incident. I was able to meet with other officers at the location who spoke to Unit 2. Other officers had relayed the following: Unit 2 stated he was headed southbound on Duvall Ave NE approaching NE 24th St. He stated that Unit 1 had turned right into his lane, where the front end of Unit 2 subsequently struck the front driver's side of Unit 1. I was able to briefly take a look at Unit 2. 1 saw that the entire front of his vehicle was significantly dented and damaged. Other officers also reported that his airbags had not deployed. Other officers at the location had also reported that Unit 2 was uninjured but was shaken up because of the accident. They also advised that Unit 2 was wearing his seatbelt during the time of the collision. The fire department eventually arrived and evaluated the driver of Unit 1 at the scene. Bankers tow took possession of the vehicles from the location as they were undriveable. Both Unit 1 and Unit 2 left the location under their own power. I provided both drivers with an exchange of information for their records. Based on the totality of circumstances described above, I found that Unit 1 was the proximate cause of the collision.
