Project Summary: The applicant is requesting Environmental (SEPA) Review to construct a
stormwater system improvement project within the right-of-way of Oakesdale
Ave SW, between SR 900 and SW 3rd Pl. The approximately 0.25-acre project
area is located adjacent to the Residential-8 (R-8) zoning district and
designated Residential Medium Density (RMD) in the Comprehensive Plan.
The project proposes to install a new 18-inch (18”) stormwater main within the
right-of-way to replace aging and deteriorated pipes, improve stormwater
conveyance, and enhance maintenance access. One (1) segment of existing
pipe crossing private property at 301 Oakesdale Ave SW will be abandoned.
All existing collection structures will be connected to the new stormwater
main. Additional improvements include sidewalk and curb ramp
replacements at the intersection of Oakesdale Ave SW and Sunset Blvd to
meet accessibility standards, and a half-street grind and overlay to restore the
roadway. Approximately 380 cubic yards (cy) of material would be cut onsite
and approximately 330 cy of fill is proposed to be brought into the site. No
trees are proposed to be removed. According to City of Renton (COR) Maps,
the southwestern portion of the site contains a high seismic hazard area.

Staff Recommends that the Environmental Review Committee issue a
Determination of Non-Significance with Mitigation DNS-M.

In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental
regulations.
A.Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS-M with a 14-day appeal period.
B.Mitigation Measures
1.The applicant shall prepare and submit an Inadvertent Discovery Plan (IDP) prior to the start of
any ground-disturbing activities. In addition, the applicant shall provide notification to the
Duwamish Tribe’s cultural committee prior to the start of construction per the Duwamish Tribe's
comments.

D.Environmental Impacts
The proposal was circulated and reviewed by various city departments and divisions to determine
whether the applicant has adequately identified and addressed environmental impacts anticipated to

occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is
likely to have the following probable impacts:
1.Air
Impacts: It is anticipated that some temporary air quality impacts could be associated with site
work during construction activities. Project development impacts during construction would
include exhaust emissions from construction workers’ vehicles, construction vehicles, and other
equipment. Temporary increase in fugitive dust due to sediment removal is also anticipated. The
increase in dust would be localized and temporary. Dust control would be mitigated through the
use of temporary erosion control measures, watering, sweep and wash streets, or other
measures to remediate impacts as needed. No increase in long term emissions is anticipated for
the stormwater system improvement project given the proposed construction is anticipated to
end in October 2025.
No further site-specific mitigation for the identified impacts from typical vehicle and construction
exhaust is required.
Mitigation Measures: None recommended.

2.Water
a.Storm Water
Impacts: The applicant submitted a Technical Information Report (TIR), prepared by Jack
Witecki (City of Renton, Civil Engineering Intern), dated December 2021 (Exhibit 7). The
Oakesdale Ave SW Storm System Project is designed to enhance stormwater management by
replacing aging infrastructure with a new 18-inch (18”) stormwater main, located entirely
within the public right-of-way (Exhibit 10). As illustrated in the site layout and supporting
visuals (Exhibits 2-5), the project eliminates reliance on a deteriorating and inaccessible
private storm system by redirecting flow to a publicly owned and maintained route. The new
stormwater conveyance pipe will convey stormwater flows from upstream pipes and
ultimately discharge into the Black River riparian forest/wetland. Runoff collection would not
be altered or modified by the replacement project. All impacted areas by the construction
work would be replaced back to the original or better conditions.
According to the TIR, the new pipe system would be designed to contain the 25-year peak flow
and the 100-year storm event without overtopping. No changes are proposed to the flow
characteristics of the existing conveyance system since the new conveyance system would
be collecting and discharging the same flows that were being collected and discharged by the
existing pipe.
An erosion and sediment control plan (ESC) has been developed for the site in accordance
with the current Renton Surface Water Design Manual (RSWDM). The plan includes
erosion/sedimentation control features designed to prevent sediment-laden runoff from
leaving the site or from adversely affecting critical water resources during construction. The
project engineer has developed a stormwater pollution prevention and spill plan. Core
requirements one through nine (1-9), as well as the six (6) special requirements, have been
discussed in the TIR. The report notes that the project is exempt from all six (6) special
requirements and all core requirements except for Core Requirements #1 (Discharge at the
Natural Location), #4 (Conveyance System), #5 (Construction Stormwater Pollution
Prevention), and #6 (Maintenance and Operations). In addition, the report concludes that the

EPA’s Stormwater Management Model was used for sizing the new stormwater conveyance
pipe and best management practices (BMPs) and Good Housekeeping procedures during
construction would be employed by the project contractor. Staff concurs with the findings in
the TIR. Therefore, it is anticipated that the requirements set forth by the current RSWDM, or
a future stormwater manual adopted by the City of Renton, would be sufficient to mitigate
stormwater impacts generated by the proposed development and no specific mitigation
measures are recommended.

3.Environmental Health
a.Noise
Impacts: Noise impacts would primarily result from the installation of a new stormwater main
and associated improvements within the ROW. The construction noise, anticipated from July
2025 to October 2025, would be regulated through the city’s adopted noise level regulations
per Chapter 8-7, RMC. The city’s noise regulations limit haul hours between eight-thirty (8:30)
am to three-thirty (3:30) pm, Monday through Friday, unless otherwise approved by the
Development Services Division (Exhibit 9). Permitted work hours in or near residential areas
are restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m.,
Monday through Friday. Work on Saturdays is restricted to the hours between nine o’clock
(9:00) a.m. and eight o’clock (8:00) p.m. No work is permitted on Sundays.
All noise levels would be required to comply with City of Renton code (Chapter 7, Noise Level
Regulations) and Washington Administrative Code (WAC 173-60, Maximum Environmental
Noise Levels). The anticipated temporary noise impacts would be those commonly
associated with utility construction. No further site-specific mitigation is proposed.
Mitigation Measures: None recommended.

4.Historic and Cultural Preservation
Impacts: The project site is located within the ancestral lands of the Duwamish people.
According to the SEPA Environmental Checklist (Exhibit 8), no known cultural or archaeological
resources are currently documented on the site. However, the Duwamish Tribal Historic
Preservation Office submitted a comment letter (Exhibit 11) identifying the area as culturally
significant with a low probability of encountering unknown archaeological deposits. The letter
notes that there are approximately 12 place names within a mile of the project area and that the
Tribe’s predictive model indicates low risk for encountering cultural resources based on project
parameters. The Duwamish Tribe recommends that an Inadvertent Discovery Plan (IDP) be
prepared and implemented, particularly if ground disturbance extends below fill or impervious
surfaces into native soils. The Tribe also requests notification if archaeological work or monitoring
is conducted, and the opportunity to be present during such activities. The Tribe emphasized the
importance of preserving native trees, particularly any suspected culturally modified trees
(CMTs), which hold cultural significance. While the project does not propose landscaping or
permanent lighting, the Tribe requests to be notified if any tree suspected to be culturally modified
is identified within the Area of Potential Effects (APE). These recommendations and concerns
were acknowledged in the City’s staff response to the Duwamish Tribe (Exhibit 12). As such, staff
recommends as a mitigation measure that the applicant prepare and submit an Inadvertent

5.Transportation
Impacts: The Oakesdale Ave SW Storm System Project would temporarily impact transportation
infrastructure during construction but would not result in any long-term transportation impacts.
Construction activities will occur within the public right-of-way, affecting portions of Oakesdale Ave
SW, with potential access disruptions to SR 900 (Sunset Blvd) and SW 3rd Pl. While the project does
not involve construction of new transportation facilities, a half street grind and overlay and the
replacement of sections of sidewalk, curb, and gutter would be necessary to restore the affected
roadway and pedestrian network. The project area is not directly served by transit, but a King County
Metro bus stop is located nearby on SR 900. While no permanent transit impacts are expected,
temporary disruptions to transit access or routing may occur. The project will not generate new
vehicle trips, and no long-term increases in traffic volumes are anticipated following construction
(Exhibit 8). King County Metro has provided detailed coordination requirements, including submittal
of a Construction Request Form and advance notification if any bus stop, layover, or facility access is
affected. These requirements must be met prior to construction. According to the applicant, the
selected contractor would be required to prepare traffic control plans, designate a traffic control
supervisor, and provide signs and flaggers throughout construction. Coordination with Metro would
include completing the Construction Request Form, approved TCPs, submitting permits to Metro’s
Construction Coordination Office, and complying with notification timelines. In addition, the selected
contractor would be responsible for installing No Parking signage at least 72 hours in advance where
required, and notifying affected property owners and agencies, including King County Metro, at least
72 hours before any construction activity that may impact access, parking, or transit service. No
further site-specific mitigation is proposed.

The Environmental Determination decision will become final if the decision is not appealed within the
14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be
filed in writing on or before 5:00 p.m. on June 10, 2025. Appeals must be submitted electronically to the
City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The
appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal
