Project Location: Oakesdale Ave SW (SR 900 to SW 3rd Pl), Renton, WA 98178
Project Description: The applicant is requesting Environmental (SEPA) Review to construct a stormwater
system improvement project within the right-of-way of Oakesdale Ave SW, between SR 900 and SW 3rd Pl. The
approximately 0.25-acre project area is located adjacent to the Residential-8 (R-8) zoning district and designated
Residential Medium Density (RMD) in the Comprehensive Plan. The project proposes to install a new 18-inch (18”)
stormwater main within the right-of-way to replace aging and deteriorated pipes, improve stormwater conveyance,
and enhance maintenance access. One (1) segment of existing pipe crossing private property at 301 Oakesdale Ave
SW will be abandoned. All existing collection structures will be connected to the new stormwater main. Additional
improvements include sidewalk and curb ramp replacements at the intersection of Oakesdale Ave SW and Sunset
Blvd to meet accessibility standards, and a half-street grind and overlay to restore the roadway. Approximately 380
cubic yards (cy) of material would be cut onsite and approximately 330 cy of fill is proposed to be brought into the
site. No trees are proposed to be removed. According to City of Renton (COR) Maps, the southwestern portion of the
site contains a high seismic hazard area.

Mitigation Measures:
1.The applicant shall prepare and submit an Inadvertent Discovery Plan (IDP) prior to the start of any
ground-disturbing activities. In addition, the applicant shall provide notification to the Duwamish Tribe’s
cultural committee prior to the start of construction per the Duwamish Tribe's comments.
The City of Renton Environmental Review Committee has determined that probable significant environmental
impacts from the proposed project can be mitigated. An Environmental Impact Statement (EIS) is not required
under RCW 43.21C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review
Committee under their authority of Section 4-9-070D Renton Municipal Code. These conditions are necessary to
mitigate environmental impacts identified during the environmental review process. Because other agencies of
jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on June 10, 2025.
Appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st
floor Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be
collected at a future date if your appeal is submitted electronically. The appeal submitted in person may be paid on

DETERMINATION OF NON-SIGNIFICANCE - MITIGATED (DNS-M)
POSTED TO NOTIFY INTERESTED PERSONS OF AN ENVIRONMENTAL ACTION
DNS-M: After review of the completed environmental checklist and other information on file, the City of Renton
Environmental Review Committee (ERC) has determined that the proposed action has probable significant
impacts that can be mitigated through mitigation measures. This DNS-M is issued after using the optional DNS
process in WAC 197-11-355. An environmental impact statement (EIS) is not required under RCW
43.21C.030(2)(c). Please note that the issuance of this determination DOES NOT constitute approval of the
proposal.
