NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF NON-SIGNIFICANCE (DNS)
A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) – Planning Division of the City of Renton. The following briefly describes
the application and the necessary Public Approvals.

PROJECT DESCRIPTION: The applicant is requesting Administrative Site Plan Review, Environmental (SEPA) Review, and a Conditional Use Permit for the
construction of a new five (5) unit townhome building. The project site is currently vacant, totals 26,483 square feet (0.61 acres) in area and is zoned Residential-14 (R-14). The proposed
townhomes would range in size from approximately 1,563 square feet to 1,872 square feet in area, the total proposed building area would be 10,883 square feet. Access to the site would
be provided via a new twenty-foot (20') wide driveway located along the west side of the project site. Each townhome would have two vehicular parking spaces. A Conditional Use Permit
is requested to increase the maximum permitted wall plate height from twenty-four feet (24') to thirty-two feet (32'). A stream, wetland, sensitive slopes, and protected slopes are mapped
on the project site. The applicant's critical areas report classifies the onsite stream as a Type Ns stream, which requires a fifty-foot (50') standard buffer and a fifteen-foot (15')
building setback, the applicant is requesting a twenty-five percent (25%) buffer reduction, which would reduce the buffer width to forty feet (40'). Wetland A is an onsite 17 square
foot Category IV wetland with a standard 50-foot buffer with a 15-foot building setback. Wetland B is an offsite 2,626 square foot Category III wetland with a standard 100-foot buffer
and 15-foot building setback. A twenty-five percent (25%) buffer reduction is requested for both wetlands, which would reduce their buffers to forty feet (40') and seventy-five feet
(75').

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed
project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for
the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance
(DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS.
