ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Earth Impacts: Excavation of the area for removal of the four 10,000 gallon underground tanks and vent lines would disturb approximately 200 cubic yards of material (pea gravel) near the tanks. If the material is found to be clean and reusable, the material will be placed back in the excavated areas of the site. The applicant is also proposing to fill the void left from the tank removals with approximately 170 cubic yards of clean crushed rock material. No vegetation will be removed as a result of this project. To address'erosion, the applicant proposes to place filter fabric and sand bags or straw bales at every on- site catch basin and may be placed across drive entrances if needed. The applicant has applied for a tank removal permit from the City of Renton's Fire Department, which will be issued after the SEPA Threshold Determination is issued. Mitigation Measures: No further mitigation is recommended. Nexus: N/A 2. Air Impacts: During removal of the tanks and buildings, dust and equipment emission odors will potentially be emitted. If the site conditions are dry and dust becomes problematic, water will be applied to the site to keep dust to a minimum. Air quality is proposed to be monitored by Anderson Environmental during excavation. Mitigation Measures: No further mitigation is recommended. Nexus: N/A 3. Water and Stormwater Impacts: The existing site has catch basins which collect storm water and direct water to the city storm system located in Rainier Avenue South. Mitigation Measures: No further mitigation is recommended. Nexus: N/A 1. Environmental Health Impacts: The applicant will utilize Anderson Environmental Consultants to monitor the project. Soils excavated during the removal of the underground tanks will be tested for contamination. If contamination is found, soils will be removed from the site and disposed of at an approved off-site location. Impacts to environmental health would be mitigated by the Model Toxics Control Act (MTCA) as administered by the Washington Department of Ecology. Because these notes are provided as information only, they are not subject to the appeal process for environmental determinations. Planning: 1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. 2. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be permitted on Sundays. 3. All debris and demolition materials must be removed from the site and properly disposed of in an approved off-site location. If underground tanks or hazardous materials are encountered during site preparation, the applicant must contact the City to discuss appropriate soils testing and disposal measures (e.g., Fire Department tank removal permits and verification soils are not contaminated). 4. Asbestos abatement may be necessary prior to the removal of the structures present on the site. Certification from Puget Sound Air Quality Authority may be required prior to the issuance of demolition permits for the project. 5. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of each year. The Development Services Division's approval of this work is required prior to final inspection and approval of the permit. Plan Review: 1. Separate Permits for any service kills or cut and caps are required, if needed. 2. If applicant is only removing the tanks then all site improvements may remain in place until such time as the site comes in for future development. 3. A Hazardous Waste permit is not required of this project unless dangerous waste will be received,treated, stored for greater then ninety(90) days, or disposed on site. The City's Comprehensive Plan has Environment policy,which is relevant to the proposed action. Relevant Comprehensive Plan Policy: Objective EN-I: Ensure the long-term protection of the quality and quantity of the groundwater resources of the City of Renton in order to maintain a safe and adequate potable water supply for the City. Analysis: • The subject site has some steeper slopes on it but it is not designated as a seismically sensitive site. Also, it appears to be out of the City's Aquifer Protection Zones so poises a lower threat in the case of leakage to the City's potable water supply. However, any leakage could presumably migrate towards the Cedar River and potential effect wildlife habitat there. Obviously, clean up and removal of existing underground petroleum storage tanks appears to be in the public interest. It is expected the project will take 3 weeks to complete in its entirety. Hours of construction operations will be established between 8:00 AM to 5:00 PM with no operations during the weekend. Hauling routes will primarily utilize Rainier Avenue to enter and depart this job site. Dust control should not be an issue during this time of year and for nature of work to be completed. However, onsite water will be available for fugitive dust control. Short term equipment noises can be expected during normal hours of operation. Erosion of soils is not anticipated, however catch basin inserts and bio bags will be installed in the nearest receptors. ®r=:-C ARCO Facility Tank Removal & Demolition Project Narrative This 7000 square foot property located at 175 Rainier Avenue South in Renton, recorded as Parcel No. 18232059082, will undergo a demolition process. Current us of this site has been a petroleum dispensing station. The scope of work for this project includes the removal of four 10,000 gallon underground storage tanks (UST's) and all associated piping and equipment, KIOSK, and storage building, canopy, concrete slabs, and signage. The site is to be backfilled and compacted to match existing grades with approximately 200 tons of imported crushed rock. Utilities provided to this site will be cut, capped, and marked as close to the property line as possible. Current offsite trees, landscaping, sidewalks, fire hydrants, sewer mains, and other utilities are to remain the same and will not be affected by this project.
