Upon arrival, I contacted the involved parties and determined that the driver of Unit 2 was complaining of head pain and dizziness. The Renton Regional Fire Authority (RRFA) arrived on scene and treated the involved driver. RRFA released all involved parties at the scene. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of unit 1, Ford F350 bearing Washington plates C11404V. The driver, identified as Dean Moli, stated he was traveling northbound on Duvall Ave NE and NE 21 st St. Dean said he was in lane 1 of 2 when he failed to notice that the traffic signal was red. He admitted it was his fault and ran the traffic light, striking unit 2 which was making a left turn from NE 21 st St to go southbound on Duvall Ave NE. Unit 1 sustained moderate damage to the front bumper. I then spoke with the passenger of unit 2, Subaru Forester bearing Washington plates BNJ8932. The passenger, Billie De Goojer, explained that her husband/driver, Neil Goojer, was intending to make a left turn from NE 21st St to go southbound on Duvall Ave NE. When the traffic signal turned green, they proceeded forward but were subsequently struck by unit 1. Billie and Neil said that unit 1 ran a red light and struck his drivers side fender and wheel well. The damage was moderate and unit 2 needed to be towed away by Bankers Towing. Based on the above statements, I believe the driver of Unit 1 (Dean) is the proximate cause for the cause of collision as he violated RCW 46.61.055(3A) which outlines that the driver of a vehicle approaching a steady circular red signal alone shall stop at a clearly marked stop line, but if none, before entering the crosswalk on the near side of the intersection or, if none, then before entering the intersection control area and shall remain standing until an indication to proceed is shown. I cited Dean via mail for failing to obey a red traffic signal causing a collision. An exchange of information was given to the two drivers.
