INTRODUCTION Heath & Associates has been engaged to prepare a Traffic Impact Analysis (TIA) to assess the impact of a proposed expansion located at 519 SW 12th Street (Walker’s Subaru Parts and Service). The tasks include reviewing existing traffic conditions in the site vicinity and comparing them to future buildout conditions, both with and without the proposed development. As a final step, conclusions, and if necessary, mitigation measures, will be identified. 2. PROJECT DESCRIPTION Walker’s Renton Subaru is seeking to expand their current operations at the Parts and Service Center located at 519 SW 12th Street. The proposal includes a 14,417 square foot addition to the existing building. As part of site development, an existing service building is to be demolished for new construction which includes 8 service bays (505 SW 12th Street). The subject site is bordered by SW 12th Street to the north and Lind Avenue SW to the east situated on 2.13-acres within tax parcel number 3340404265. Site ingress/egress is proposed to remain as existing. The site can be accessed via SW 12th Street, Seneca Avenue SW, and SW 13th Street. A vicinity map is provided below with the subject site highlighted in blue (Figure 1). Shown in red is the building which is to be demolished. A conceptual site plan is presented in Figure 2. EXISTING CONDITIONS 3.1 Existing Street System The primary roadways serving the project are listed and described below in Table 1. The subject site is served by Route 153 and Route F Line. The transit stop is located at the intersection of SW Grady Way & Lind Ave SW, which serves both routes. Transit routes times are shown below. • Route 153 – Kent, S Renton P&R, Renton Transit Center  Weekday service is provided from 5:37 AM to 8:15 PM  No weekend service is offered. • Route F Line – Burien Transit Center, SeaTac, Tukwila International Boulevard Station, Tukwila Station, Renton Transit Center, The Landing  Weekday service is provided from 4:44 AM to 12:46 AM  Saturday service is provided from 5:59 AM to 12:45 AM  Sunday service is provided from 6:00 AM to 12:45 AM Please refer to the King County Metro schedule for more detailed information. 3.3 Roadway Improvements According to the City of Renton’s Six-Year (2024-2029) Transportation Improvement Program (TIP), two roadway improvements are planned near the subject site. However, it is important to note that both projects are classified as “candidate projects” and are not currently funded. Summaries of each project are provided on the following page. HeathTraffic.com Walker’s Renton Subaru TIA 7 Grady Way & Rainier Ave Intersection Improvements (Map ID: 27): This project entails intersections improvements which are to provide grade separation of one eastbound and one westbound lane of Grady Way South over SR 167, construct an additional right turn lane from eastbound Grady Way South to southbound SR 167, construct new curbs, gutters, storm drainage and sidewalk improvements and; install Transit Signal Priority through the intersection of SR 167 & Grady Way South. Lind Ave SW Roadway Widening (Map ID: 31): This project entails widening the existing roadway to five lanes where required. Includes new roadway, curbs, sidewalks, drainage, signals, lighting, signing and channelization. Additionally, these improvements address demands resulting from an interchange at Lind Ave SW which is included in the WSDOT I-405 Master Plan (currently unfunded). A potential project could be a signal at the intersection at Lind Ave SW and SW 34th St which is currently unsignalized. 3.4 Existing Peak Hour Volumes Field data for this study was collected in February of 2025 at each study intersection listed below. 1. SW Grady Way & Lind Avenue SW 2. SW Grady Way & Seneca Avenue SW 3. Lind Avenue SW & SW 12th Street 4. Seneca Avenue SW & SW 12th St The counts were administered during the AM peak period from 6:00-9:00 AM and the PM peak period from 3:00-6:00 PM. The one-hour reflecting the highest overall volumes for each peak hour is then derived and used for intersection capacity analysis. The AM and PM peak hour volumes are presented in Figures 3 and 4, respectively. Refer to the appendix for the count sheets. 3.5 Non-Motorist Activity and Infrastructure Pedestrian and bicycle activity was monitored on the nearby street segments studied for this project during the AM and PM peak hour field counts. Most of the non- motorist activity occurred at the intersection of SW Grady Way & Lind Avenue SW with 9 AM crossings and 12 PM crossings. Non-motorist peak hour activity at each intersection can be found in the appendix within the count sheets. Non-motorist infrastructure in the site vicinity consists of sidewalk along SW Grady Way and Lind Avenue SW. Discontinuous sidewalk is provided along both 12th Street and Seneca Avenue. Marked pedestrian crosswalks are available at major intersections in the study area. Level of service calculations were made using the Synchro 12 analysis program. For signalized intersections, LOS is determined by the overall delay. For side-street stop- controlled intersections, LOS is determined by the approach with the highest delay. Table 2 below summarizes existing AM and PM peak hour LOS. Refer to Table 3 below. Of these, two collisions resulted in suspected minor injury. There were no reported collisions along SW 12th Street. FORECAST TRAFFIC DEMAND & ANALYSIS 4.1 Project Trip Generation Trip generation is defined as the number of vehicle movements that enter or exit the respective project site during a designated time period, such as a specific peak hour (AM or PM) or an entire day. Trip generation estimates were derived from the Institute of Transportation Engineers (ITE) publication, Trip Generation, 11th Edition. In review of the manual and associated Land Use Codes (LUC), LUC 840 – Auto Sales (New) was selected. Since this is not a standalone service building and is associated with the dealership immediately north of the site, this LUC was determined to be appropriate. ITE includes in the definition that LUC 840 “…commonly provides automobile servicing, parts sales, and used car sales.” Moreover, the ITE fitted curve equation was determined to be more appropriate than average rates for the expansion because it accounts for non-linear trip generation, recognizing that additional square footage or service bays may not result in a proportional increase in trips, especially for an existing facility with an established clientele. Table 6 below summarizes the estimate net increase in trips. Refer to the appendix for ITE trip generation sheets. HeathTraffic.com Walker’s Renton Subaru TIA 15 4.2 Distribution & Assignment Trip distribution describes the process by which project generated trips are dispersed on the roadway network surrounding the site. Trip distribution is based on existing travel patterns, proximity to major arterials, and previous past projects. All new traffic was assigned via the SE 12th Street driveway. Refer to Figures 6 and 7 for the AM and PM peak hour trip distribution & assignments. 4.3 Future Peak Hour Volumes A three-year horizon of 2028 was used to assess future conditions with project- buildout. Forecast 2028 AM and PM peak hour background volumes were derived by applying a compound annual growth rate of 2.5 percent per year3 to the existing volumes shown in Figures 3 and 4. Moreover, peak hour pipeline volumes from the nearby Brotherton Cadillac4 have been included in forecast analysis. Refer to Figures 8 and 9 for the AM and PM peak hour pipeline volumes. Forecast 2028 volumes without project for the AM and PM peak hours are illustrated in Figures 10 and 11, respectively. Forecast 2028 volumes with project for the AM and PM peak hours are illustrated in Figures 12 and 13. 3 Per the City of Renton’s Comprehensive Plan; Growth Targets. 4 The AM pipeline volumes were derived by using the PM pipeline volumes but reversing the travel directions. Procedures prescribed by WSDOT Design Manual Exhibit 1310-9 were used to ascertain storage requirements at the access intersection via 12th Street. Based on forecast 2028 AM and PM peak hour volumes with project traffic, a left turn lane is not warranted at the access intersection given the low roadway volumes. 4.6 Future Level of Service Level of service analyses were made of the future peak hour volumes without (background) and with project related trips added to the study intersections. Delays for each location under future 2028 conditions are summarized in Table 7. No operational deficiencies are identified as a result of the added traffic from the proposed expansion. HeathTraffic.com Walker’s Renton Subaru TIA 25 5. CONCLUSIONS & MITIGATION Walker’s Renton Subaru is proposing to expand its existing 16,901-square-foot parts and service building at 519 SW 12th Street with an additional 14,417 square feet. Site access would remain unchanged, with connections to SW 12th Street, Seneca Avenue SW, and SW 13th Street. Existing AM and PM peak hour counts were collected at four study intersections around the site for level of service (LOS) evaluation. The LOS analysis for each peak hour indicates that all intersections operate at LOS B or better conditions. Using ITE data, the building addition is estimated to generate 413 new average weekday daily trips, with 27 AM peak hour trips and 27 PM peak hour trips. Level of service was re-evaluated under forecast 2028 conditions, which are projected to maintain LOS B conditions with or without the project. Overall, no operational deficiencies were identified. Based on this analysis, the recommended mitigation is as follows: 1. Pay traffic impact fees (TIF) as required by the City of Renton. Credit may apply for the removal of the commercial building located at 505 SW 12th Street. The exact TIF amount will be determined by the City prior to building permit issuance and will be subject to the rates in effect at the time of payment.
