EF95166 CASE# 25-4269 OF DATE AND r�N + 05/14/25 16:30 O�COLLISION NARRATIVE CC 25-4269 On 05/14/2025 at 1638 hours I was dispatched to a motor vehicle collision at Talbot RD S in the City of Renton, King County, Washington. Pre-Collision Driver 2, Quansheng Li (DOB 04/14/1983 via WA DOL PHOTO) stated that he was stopped on Talbot RD S. Driver 1, Bryan R. Clayton (DOB 06/04/1979 via WA DOL PHOTO) was traveling at a slow roll while a police officer was attempting to pull him over. Collision Driver 2 was fully stopped at a red light facing southbound on S Carr Rd. Driver 1 failed to properly pull over for an officer during a traffic stop, he was driving slowly and failed to use his brakes to fully stop, which ended up in him hitting the stopped unit#2. After police contacted the driver, it was apparent he had fallen asleep behind the wheel. Officer Nugent conducted field sobriety tests and a PBT where the results came back inconclusive. I also conducted a field sobriety test and determined he was not under the influence of alcohol or drugs. Injuries There were no injuries, officers offered to have the fire department come to clear for any injuries, but both parties refused. Vehicle Disposition Driver 1's vehicle was drivable; 1 observed damage to the driver side headlight and bumper. Driver 2's vehicle was drivable, and he drove off without issue. 1 observed extensive damage to the driver side rear door. Proximate Cause I believe that Driver 1 of the Cadillac was the proximate cause of the collision because he failed to pull over for a police vehicle and ended up hitting unit#2 which was stopped on Talbot Rd S. 1 completed and issued Sector infraction #5A0509923 for Driver 1 which was sent to the Renton Municipal Court prosecutor queue, to be sent to Clayton. The infraction was for negligent driving in the 2nd degree. Clayton fell asleep while driving and failed to properly pull over for a police vehicle while the lights and sirens were on, this caused him to hit unit#2 which was stopped and waiting for their signal to turn green. Clayton operated the motor vehicle which was likely to danger a vehicle or property.
