On 5/16/2025 at about 1146 hours within the city limits of Renton/King/Wa I responded to a 2 vehicle
crash at the intersection of NE 4th St at Duvall Ave NE.
I contacted the driver of unit 1 who told me he was behind unit 2 southbound on Duvall Ave NE to turn
right onto NE 4th St. Unit 1 said that he believed unit 2 was proceeding and as unit 2 moved forward
so did unit 1. However, unit 1 said unit 2 stopped during his right turn and unit 1 bumped him in the
back. The contact was so slight there was not any indication of where the two vehicles touch. There
was no identifiable damage. Unit 1 did not complain of injury and damages did not require a tow
truck.
contacted the driver of unit 2. He was ID'd by his picture WADL as Loaiza-Garcia, Albert E 06-30-
1988. He was holding his neck and wincing in pain. As there was a language barrier we utilized
google translator to communicate. He told me he was hurt from the crash, both his neck and back. I
requested Fire respond. They checked Garcia and released him on scene. They also checked both
vehicles for damage to help assess possible injury. They could not find where to the vehicles
contacted. Garcia told me he was hit from behind by unit 1 and did not provide many other details.
He winced in pain referencing his neck and back. A WACIC/DOL check via Dispatch revealed he
was DWLS 3rd as of 04-08-2025.
1 believe Garcia was feigning injury. He was acting hurt to shed any responsibility to the collision or
driving while suspended or wanted to make a false insurance claim because of the other company
vehicle involved. I base this on Garcia and his acting hurt during the initial portion of my investigation
of the collision. However, when I explained to Garcia his license suspension and vehicle impound he
did not wince in pain, but moved around without issue. Garcia was on scene moving around for a bit
of time waiting for the tow truck. He was no longer rubbing his neck for 15 minutes or so and during
his interaction with the tow truck did not wince as he had previously.
I cited Garcia Ref RCW 46.20.342 Driving while license suspended third degree via the Renton
Prosecutors Office.
Gene Meyer impounded his vehicle.
