NARRATIVE
ASSIGNMENT/ARRIVAL
On 05/21/2025 at approximately 0703 hours, I was dispatched to a three vehicle collision at the
intersection of NE 4th Street and Monroe Avenue NE in the city of Renton, King County, Washington.
I arrived at approximately 0709 hours.
UNIT 1: TOYOTA PRIUS
Upon arrival I observed a black Toyota Prius (WA/ BOE4945, Unit 1) stopped facing northeast in the
intersection of NE 4th Street and Monroe Avenue NE near the south curbline prolongation of NE 4th
Street closest to the northbound number two (closest to center) lane of Monroe Avenue NE.
Unit 1 had not been moved from its point of rest and was later privately towed from the scene. Unit 1
had moderate, disabling damage to the rear passenger wheel. The wheel was sheared from the axle,
and the rear-passenger side was engaged with Unit 3's front end.
UNIT 2: TOYOTA COROLLA
I observed a silver Toyota Corolla (WA/ CPE0188, Unit 2) stopped facing east in the eastbound
number one (closest to curb) lane of NE 4th Street just east of the intersection of Monroe Avenue NE.
Unit 2's front end was up on the south sidewalk of NE 4th Street. Unit 2's front end was engaged with
a utility pole (unknown communications company, Pole #318114 166870).
Unit 2 had moderate, disabling damage to the front passenger side. Unit 2 had not been moved from
its point of rest and was later privately towed from the scene.
UNIT 3: KENWORTH CONSTRUCTION
observed a white, City of Renton Kenworth (WA Exempt/ 64344D, Unit 3) stopped facing north in
the northbound number two lane of Monroe Avenue NE just south of the south curbline prolongation
of NE 4th Street. Unit 3 was a Vactor vacuum truck build on a Kenworth body.
Unit 3 had not been moved from its point of rest and was later driven away under its own power. Unit
3 had minor damage to the hose coil mounted on the front end.
DRIVER 1: LIU, JANET M. C.
I contacted Janet M. C. Liu (DOB: 09/25/1979) seated in Unit 1's driver seat. Liu was receiving care
from the Renton Regional Fire Authority for a complaint of pain to her right shoulder. Liu was
evaluated and released at the scene.
I identified Liu by her valid Washington Driver License. I established Liu as the driver of Unit 1 by her
admission.
DRIVER 2: POUNCY, KENNETH I.
I contacted Kenneth I. Pouncy (DOB: 10/09/1996) standing near Unit 2. Pouncy was not injured from
the collision.
I identified Pouncy by his Georgia driver license (GA/ 059432880), which was surrendered out of
state. Pouncy had a valid Washington driver license (WA/WDL1 B958F13B) which he did not yet
have in his possession (it was issued on 5/15/2025).
1 established Pouncy as the driver of Unit 2 by his admission.
DRIVER 3: ENGEL, JASON L.
I contacted Jason L. Engel (DOB: 5/22/1994) standing near Unit 3. Engel was not injured from the
collision.
I identified Engel by his valid Washington Driver License. I established Engel as the driver of Unit 3
by his admission.
Engel was not injured in the collision. Engel was working as a City of Renton Public Works employee
driving Unit 3, which was a City of Renton-owned Vactor truck.

NARRATIVE
PASSENGER: GOUCHER, BRADEN J.
I contacted Braden J. Goucher (DOB: 05/17/2001) standing near Unit 3. Goucher was not injured
from the collision.
I identified Goucher by his valid Washinton Driver License.
STATEMENT; ENGEL, JASON L.
I spoke with Engel about the collision. The following is a summary of our conversation:
Engel drove Unit 3 and was stopped for a red traffic signal northbound Monroe Avenue NE in the
number 2 lane. The traffic signal turned from red to green, indicating for northbound Monroe Avenue
NE traffic to proceed into the intersection.
Engel believed both Unit 1 and Unit 3 tried to "beat the light". Unit 1 drove west on NE 4th Street and
entered the intersection to turn left (south) onto Monroe Avenue NE.
At the same time, Unit 2 drove east on NE 4th Street to continue through the intersection.
Unit 2's front end collided with Unit 1's rear passenger side. The collision caused Unit 1 to rotate
clockwise, coming to rest with Unit 1's passenger side to collide with Unit 3's front end. Unit 2
continued through the intersection and struck a utility pole on the southeast corner of the intersection.
This concluded my conversation with Engel.
STATEMENT: POUNCY, KENNETH I.
I spoke with Pouncy about the collision. Pouncy simply said something to the effect of, "I ran the
light." Pouncy said he drove in the eastbound number one lane of NE 4th Street.
STATEMENT: LIU, JANET M. C.
Officer R. Onishi spoke with Liu about the collision. Liu couldn't explain how the collision occurred,
saying she "didn't even see what hit her".
PROXIMATE CAUSE
The proximate cause of the collision was determined by statements from Pouncy and Engel, and the
damage to Unit 1 and Unit 2.
Liu's actions were the proximate cause of the collision, specifically her violation of RCW 46.61.185(1),
Vehicle Turning Left, which states:
The driver of a vehicle intending to turn to the left within an intersection or into an alley, private road,
or driveway shall yield the right-of-way to any vehicle approaching from the opposite direction which
is within the intersection or so close thereto as to constitute an immediate hazard.
A contributing factor to the collision was both Liu's and Pouncy's violation of RCW 46.61.050(1),
Obedience to and Required Traffic Control Devices, which states:
The driver of any vehicle, a person operating a bicycle, and every pedestrian shall obey, and the
operation of every personal delivery device shall follow, the instructions of any official traffic control
device applicable thereto, and as specified in this chapter, placed in accordance with the provisions
of this chapter, unless otherwise directed by a traffic or police officer, subject to the exception granted
the driver of an authorized emergency vehicle in this chapter.

DISPOSITION
All involved parties exchanged information.
This concluded my involvement in this case.
