EF95827 CASE# 25-4148 GATE OF COLLI r�510NN + 05/11/25 07:24 L1 NARRATIVE On 5/11/2025 at approximately 0729 hours, I was dispatched to a non-injury and non-blocking vehicle collision at the Avaya Trails Apt Building E located at 10930 SE 172nd St, within the City Limits of Renton, County of King, State of Washington. While enroute, dispatch advised one of the involved parties was refusing to provide information. Upon arrival, I observed Unit#1 was partially parallel parked on the north side of 172nd St, just west of 109th PL SE with minor damage to the front left side of the bumper. Unit#2 was pulled over to the side of the road and had a large scratch and dents that ran along the front and rear door of the passenger side. I confirmed there were no complaints of injury requiring immediate medical attention at the time of report. There, I collected both involved party's driving documents and their independent recollection of the events leading up to the collision. The driver of Unit#1 (Pedro) was later identified by his WA ID photo and advised he was the sole occupant of the vehicle and that prior to the collision, he was on 172nd St attempting to parallel park his vehicle along the north side of the road. He said he looked and did not see a vehicle coming, but then was struck on the driver side of his vehicle by Unit#2, which he said was speeding. The driver of Unit#2 (Talia) was positively identified by her WA DOL photo. Talia stated she was driving west on 172nd street at approximately 15-20 mph when shortly after passing 109th PL SE, she was struck on the passenger side of her vehicle by Unit#1, which had been parked on the side of the road. Talia advised her friend (Michael) was driving behind her and witnessed the incident but was no longer at the location. I contacted Michael via phone, and he advised he was driving approximately three car lengths behind Unit#2 (Talia) when the collision occurred. He said Talia was driving at approximately 15 mph when Unit#1, which was parked completely parallel on the north side of 172nd St NE, pulled out into the road and struck the side of Unit#2 as it was already passing it. Based on the above statements, I determined that the Driver of Unit#1 (Pedro) was the proximate cause for the collision as Unit#1 did not grant the right of way to traffic already in the roadway and underway. I issued the driver of Unit#1 (Pedro) a citation via mail for Improper Lane Usage (RCW 46.61.140). Additionally, the driver of Unit#1 (Pedro) did not have proof of motor vehicle insurance or proof of a valid driver's license. A DOL records check revealed that Pedro was listed as "Not Licensed -Eligible" and he provided me with his WA ID. I cited driver of Unit#1 (Pedro) via mail for Driving without a Valid Operator's License with valid Identification (RCW 46.20.015) and for not having valid Liability Insurance (RCW 46.30.020). 1 took photos of both vehicles and uploaded them to Axon. I provided both parties with an exchange of information and the case number. Both vehicles were safely driven off the roadway. My involvement in this case was captured on my department-issued Axon body camera. This report is a summary of events that occurred and is not an exact sequencing of events.
