The following information will need to be submitted before September 2, 2025 so that we may continue the review of the above subject application: 1. Please address the comments in the attached memo from Yong Qi, dated May 20, 2025. The review of your project has been placed on hold until these comments are addressed and a updated plans and reports are submitted for review. Please make sure all plans are report are formatted in accordance with the City’s adopted Electronic File Standards. The Environmental Review Committee meeting scheduled for June 9th and the Public Hearing scheduled for July 15th have been cancelled and will be rescheduled when the above comments are addressed. Tat & Thuy Bich-Thi Nguyen / Owner(s) Party(ies) of Record Enclosure DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT M E M O R A N D U M DATE: May 20th, 2025 June 20, 2011 TO: Jill Ding, Senior Planner FROM: Yong Qi, Civil Engineer III SUBJECT: Windsor Court Plat 19411/19505 108th Ave SE, Renton, WA LUA25-000148 I have reviewed the application for Windsor Court Plat located at 108th Ave SE and have the following comments: The following comments represent additional information or corrections that are required to be made: 1. Per our field visit at approximately 10 am on May 20, 2025, we observed that 107th Ave SE is not a crested road, but slopes from east to west, the majority of storm runoff from the western portion of the project site is running through a series of swales that carry the stormwater to the south and eventually discharge to Springbrook Creek in a series of stormwater mains. Therefore, the project site is bisected by two separate drainage sub- basins that do not combine within ¼ mile downstream of the project site, which does not match the description of Section 2 and Figure 3 of the preliminary TIR submitted within the land use application. The areas draining to each location will be treated as separate threshold discharge areas (TDAs). Thus, the project will be required to provide a separate stormwater design, structures, flow control facilities, water quality facilities and appurtenance for each sub-basin. In addition, combining the sub-basins to a single threshold discharge area and discharging in 108th Ave S will require a storm drainage adjustment meeting the requirements set forth in Section 1.4 of the 2022 RSWDM and City of Kent, and needs to be reviewed and approved by both City of Kent and City of Renton. The following comments represent additional information or corrections that should be made when considering site layout: 1. A utility plan was provided that does not meet City of Renton horizontal utility standard to the storm main. Adequate horizontal separation per Section 4.2.1.1 of 2022 RSWDM will need to be provided at time of construction permit submittal 2. Vertical curves along the fire access apparatus do not appear to be compliant with RMC 4- 6-060. Applicant shall demonstrate compliance or provide vertical clearance diagrams and sightline analysis for Fire Marshal review at the time of the Civil Construction Permit application. Windsor Court Plat LUA25-000148 Page 2 of 2 2 3. Documentation from the applicant was not provided for communication with City of Kent nor WSDOT. The applicant shows a 3-foot dedication on 108th Ave S and no right-of-way improvements. The applicant will need to provide evidence that the City of Kent does not require a greater dedication and more street frontage improvements.
