Dear Ms. Reeve:
This letter is written on behalf of the Environmental Review Committee (ERC) to advise you that they
have completed their review of the subject project and have issued a threshold Determination of
Significance. Please refer to the enclosed ERC Report and Decision for more details.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on June
16, 2025. Appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or
delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee, normally due at the
time an appeal is submitted, will be collected at a future date if your appeal is submitted electronically.
The appeal submitted in person may be paid on the first floor in our Finance Department. Appeals to
the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal
process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
If the Environmental Determination is appealed, an appeal public hearing will be set and all parties of
record will be duly notified in accordance with RCW 43.21C.110 and WAC 197-11-535. If you have any

Longacres Campus Master Plan
PROJECT DESCRIPTION: The applicant, Unico Properties, is requesting Hearing Examiner Master Plan
Review and Environmental (SEPA) Review to develop the Longacres Campus into a mixed-use development. The
Longacre Site totals approximately 158 acres and includes approxim ately 850,000 square feet of existing office
space, maintenance buildings, and landscaped area. The proposed Project Site would include approximately 85
acres of the main campus area. The project site is zoned Commercial Office (CO) and industrial (IM) and is located
within Urban Design District D and the Employment Area (EA) Comprehensive Plan Land Use Designation. The
proposal would retain approximately 330,000 square feet of existing commercial space on the site and add
approximately 3,000 new residential units, approximately 1,400,000 square feet of future commercial and medical
office, approximately 230,000 square feet of industrial uses, approximately 100,000 square feet of retail, food and
beverage, two (2) hotel sites (with approximately 150-200 rooms), and an 8,000 person music venue. The plan
proposes to demolish the existing building on parcel 7 for a future music venue. The plan proposes to build
approximately 6,500 parking stalls to support the site uses. The proposed project site consists of 18 separate
parcels (APNs 088670-0010, -0020, -0030, -0040, 0050, -0060, -0070, -0080, -0120, -0130, -0140, -0200, -0210, -
0220, -0230, -0250, -0360, and 242304-9050) located at 1301 SW 16th St and 1901 Oakesdale Ave SW. In addition,
the overall Site includes three (3) industrial parcels that provide the power, heat, and cooling (APNs 2423049071, -
9052, and -9048) located at 1300, 1302 SW 16th St. According to City of Renton (COR) Maps, the Site is mapped with
high seismic hazard areas, special flood hazard areas (100-year flood) FEMA Zone AE, regulated shorelines,
regulated slopes, and wetlands. It is anticipated that additional permit applications would be submitted in the future
as the project proposal is further refined.

EIS REQUIRED: The lead agency has determined this proposal is likely to have a significant
impact on the environment. An Environmental Impact Statement (EIS) is
required under RCW 43.21C.030(2)(c) and will be prepared. An environmental
checklist, or other materials indicating likely environmental impacts, can be
reviewed at our offices.

SCOPING: Agencies, affected tribes, and members of the public are invited to comment on the scope of the EIS.
You may comment on alternatives, mitigation measures, probable significant adverse impacts, and licenses of
other approvals that may be required. Your comments must be submitted in writing and received before June
23, 2025.
ALTERNATIVES: This is a proposal for a private project. The applicant may study reasonable alternatives that could
feasibly attain or approximate the proposal’s objectives, but at a lower environmental cost or decreased level of
environmental degradation. In this case, the alternatives will include the no-action alternative. A lower density
alternative, with fewer residential units and less commercial development, may also be included.

To appeal this Determination, you must file your appeal document with the hearing examiner within fourteen
(14) days of the date the Determination of Significance (DS) has been published in the official city newspaper.
See RMC 4-8-110.E, RCW 43.21C.075 and WAC 197-11-680 for further details. There shall be only one appeal of a
Determination of Significance and if an appeal has already been filed, your appeal may be joined with the prior
appeal for hearing or may be dismissed if the other appeal has already been heard. You should be prepared to
