The antenna array (comprised of nine panel antennas which are approximately 6 feet long x 6 inches wide x 3 inches deep)will be attached to the handrail around the existing water tank. The antennas are delivered to the applicant in a neutral color and can be painted. The applicant states that they intend to paint the panel antennas to match the existing water tower structure. In addition, four equipment cabinets, 91 inches long x 32 inches wide x 52 inches high)would be installed on the ground, on the south side of the water tower structure, between the water tower and NE 12th Street. The facility is regulated under the recently adopted Wireless Communications Facilities Ordinance (Ord. 4666). The proposal is considered to be an attached wireless communication facility, that is, it is affixed to an . existing structure which does not include an additional wireless communications support pole. Development standards for"mini-facilities" apply. The project site is zoned R-10, and mini-facilities are a permitted use in the R-10. However, an administrative conditional use permit is required if the site is under one acre in size, or the setbacks are less than 100 feet from any adjacent residentially zoned parcel. Since the parcel is zoned residential and is within 100 feet of residentially zoned parcels(R-8/R-10)the administrative conditional use permit is required. The applicant will need to obtain approval from the Federal Aviation Administration (FAA)for the proposed installation of antennas, even though the proposal will not result in an increase in the height of the water tower structure. The antennas would be mounted approximately 25 feet below the highest point of the existing water tower. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21 C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: (1) Earth Impacts: The applicant will be installing a four 91-inch long x 32-inch wide x 52 inch high equipment cabinets at the base of the existing water tower. During construction of the platforms,the applicant will need to install temporary erosion control measures in accordance with City Code requirements Mitigation Measures: No further Mitigation Measures required. Policy Nexus: N/A (3) Aesthetics Impacts: The applicant has provided photosimulations of the proposal as viewed from on-and off-site areas. The addition of nine panel antennas in three antenna arrays will not result in a perceptible view impact from surrounding areas. The existing water tower structure is highly visible and the addition of nine panel antennas mounted on the handrail would not result increase the visibility. The equipment cabinets would not be screened with landscaping or fencing at this time. The applicant has stated that once all wireless antenna facilities have been installed,the owner and purveyors will work cooperatively to landscape the site. Since the timeframe for installation of the landscaping is unclear, the applicant will need to demonstrate how and when screening of the equipment compound will take place for purposes of meeting the screening requirements of Ord. 4666. This is a Code issue and will be addressed as part of the conditions recommended for approval of the conditional use permit does not require environmental mitigation. Community Need: There shall be a community need for the proposed use at the proposed location. In the determination of community need, the Hearing Examiner shall consider the following factors, among all other relevant information: (1) The proposed location shall not result in either the detrimental overconcentration of a particular use within the City or within the immediate area of the proposed use. This proposal would be the second wireless communications facility to locate on the handrail of the existing water tower. By attaching the panel antennas to the water tower handrail, the applicant is able to provide efficient operation and would not require additional sites in this immediate area to serve their customers. (2) That the proposed location is suited for the proposed use. The proposed site is well suited for this use. By attaching the antennas to the water tower the applicant is eliminating the need to construct an additional tower in this area in order to mount the antennas. C. Effect on Adjacent Properties: The proposed use at the proposed location shall not result in substantial or undue adverse effects on adjacent property. The following site requirements shall be required: (1) Lot Coverage: Lot coverage in residential districts (R-1 and R-2) shall not exceed fifty percent (50%) and the lot coverage of the zone in which the proposed use is to be located. Lot coverage in all other zones shall conform to the requirements of zone in which the proposed use is to be located. The proposed project will cover less than 0.2 percent of the site. (2) Yards: Yards shall conform to the requirements of the zone in which the proposed use is to be located. Additions to the structure shall not be allowed in any required yard. The proposed antennas will be attached to the existing water tower with the cabinets located at the base of the tower. This will provide a minimum of a fifteen foot setback as required by Code in this Zone. (3) Height: Building and structure heights shall conform to the requirements of the zone in which the proposed use is to be located. Spires, belltowers, public utility antennas or similar structure may exceed the height requirement upon approval of a variance. Building heights should be related to surrounding used in order to allow optimal sunlight and ventilation, and minimal obstruction of views from adjacent structures. The proposed antennas will be located on the sides of the water tower and will be over the height limit established by the R-10 Zone (30 feet). However, Ordinance 4666 permits omni- directional antennas to exceed the height limitation of the zone if affixed to the side of an existing nonconforming building and blends in architecturally with the building. The Ordinance also allows antennas to extend 15 feet above the existing structure on a non- conforming structure. Placement of an antenna on a nonconforming structure shall not be considered to be an expansion of a nonconforming structure. The Ordinance permits the antennas to be placed on the existing structure. No variance is required per Ordinance 4666. As the antennas will be located below the top of the water tower, it is not anticipated that the antennas will have a significant impact on the adjacent residential properties. Compatibility: The proposed use shall be compatible with the residential scale and character of the neighborhood. (Ord 3599, 1-11-82) No residents have contacted staff to express concerns over the height of the antennas. Staff believes that the use of the water tower for the cellular antennas helps to make this project compatible with the residential uses in this area. E. Parking: Parking under the building structure should be encouraged. Lot coverage may be increased to as much as seventy-five percent (75%) of the lot coverage requirement of the zone, in which the proposed use is located, if all parking is provided underground or within the structure. (Ord. 3903, 4-22-85) No new parking is required for this proposal. Parking already exists on-site for the maintenance of the water tower. F. Traffic: Traffic and circulation patterns of vehicles and pedestrians relating to the proposed use and surrounding area shall be reviewed for potential effects on, and to ensure safe movement in the surrounding area. The proposed antenna facility will not generate any new traffic except for the occasional maintenance vehicle. G. Noise, Glare: Potential noise, light and glare impacts shall be evaluated based on the location of the proposed use on the lot and the location of on-site parking areas, outdoor recreational areas and refuse storage areas. It is not anticipated that the proposed antenna configuration will cause a significant level of noise or glare in this area. H. Landscaping: Landscaping shall be provided in all areas not occupied by building or paving. The Hearing Examiner may require additional landscaping to buffer adjacent properties from potentially adverse effects of the proposed use. No landscaping or screening is proposed. The applicant has stated that they intend to coordinate with the property owner and other purveyors that collocate on the water tower and to provide landscaping after the other facilities are installed. Ordinance 4666 requires that when equipment cabinets cannot be located in buildings or underground, they shall be fenced, screened and landscaped in conformance with City Code Section 4-31-34, Landscaping. Landscaping shall include a minimum 15-foot sight obscuring landscape buffer around the accessory equipment facility. Staff will recommend as a condition of approval that the applicant provide a landscape plan demonstrating how the required screening will be achieved. Accessory Uses: Accessory uses to conditional uses such as day schools, auditoriums used for social and sport activities, health centers, convents, preschool facilities, convalescent homes and others of a similar nature shall be considered to be separate uses and shall be subject to the provisions of the use district in which they are located. The utilities necessary for this facility are already available to the site. D. Section 4-38-14 lists 9 criteria that the City is asked to consider, along with all other relevant information, in making a decision on a Conditional Use application for Wireless Communication Facilities. These include the following: A. Height of the proposed tower. The existing water tower is 141.5 feet above ground level. Proposed panel antennas would be mounted in three antenna arrays on the handrail of the existing water tower. The antennas would be mounted approximately 25 feet below the top of the water tower. The water tower does not conform to the 30-foot height requirements of the R-10 Zone. Ordinance 4666 states that placement of an antenna on a nonconforming structure shall not be considered to be an expansion of the nonconforming structure. B. Proximity of the tower to residential structures and residential district boundaries. The subject site is zoned R-10 and adjacent parcels are zoned R-10 and R-8. C. Nature of uses on adjacent and nearby properties. Surrounding properties are primarily residential neighborhoods. The site is also occupied by a municipal water reservoir. D. Surrounding topography. The Highlands water tower is located on a flat site, generally on a high point in the Highlands neighborhood. E. Surrounding tree coverage and foliage. As demonstrated in the applicant's photosimulations, existing evergreen trees are located in the vicinity of the project site. The water tower is highly visible from the surrounding area. F. Design of the tower, with particular reference to design characteristics that have the effect of reducing or eliminating visual obtrusiveness. Proposed panel antennas would be located about 25 feet below the top of the water tower, and would be mounted on an existing handrail. The facility would be visually non-obtrusive. Proposed ground mounted equipment cabinets would not be readily visible from off-site area. No landscaping or other screening is proposed at this time and staff will recommend that some type of landscaping or screening be submitted to meet Ord. 4666 requirements. G. Proposed ingress and egress. Existing access for the water tower and reservoirs will be utilized for the infrequent service visits(1 or 2 per month). H. Potential noise, light and glare impacts. Western Wireless entry into the Washington market will have a positive competitive impact on pricing of wireless services. Western's proposal is suited for this site, as one antenna installation is already present on the site. Our antenna will not result in a concentration or detrimental affect on this part of 2 Renton. Our service design is similar in nature to our competitors and therefore it is likely that we will choose similar locations. However,there does not appear to be any evidence to show that we will be detrimental in any way to any part of the City of Renton. RCZ 4-31-36.C.2 "Effect on Adjacent Properties: The proposed use at the proposed location shall not result in substantial or undue effects on adjacent property,." The site is well suited for this type of use in that the diminutive size of our installation will be relatively unnoticeable. None of the surrounding land uses will be detrimentally affected by the operation of an antenna array at this site. Adjacent properties already experience the effects of the water tank. The additional use at this site will not have any further effect on neighboring properties that they are not already experiencing. The proposed facility is located in an area of the City that is used or zoned for residential and mixed uses.
