Comment: Thank you for providing the opportunity for the City of Tukwila to comment on the proposed
project at the Unico property in Renton. This project is an exciting opportunity to transform Renton and
Tukwila’s Southcenter District. We look forward to the continued partnership with the City of Renton.
The impacts to Tukwila streets have potential to be quite significant. It is true that most of the
intersections identified in the preliminary trip distribution presented in the TENW report are owned and
operated by WSDOT, but the impacts to Tukwila’s transportation network and overall mobility should not
be discounted as a result.
As this proposed development matures locations such as Longacres Way/West Valley Highway,
Southcenter Blvd/West Valley Highway/Interurban Ave/Grady Way, and West Valley Highway/S 180th St
intersections should be thoroughly studied. The Interurban Avenue S/I-405 SB ramps intersection
currently operates at LOS D and is projected to operate at LOS E by 2044 in the PM Peak Hour. Impacts
from this proposed development would potentially increase the volumes 9%-14% under Alternative 2
and 15%-19% under Alternative 3. Both are significant increases in peak hour volumes and would likely
result in a LOS F operation at that intersection. Others in the area, particularly the Southcenter
Blvd/West Valley Highway/Interurban Ave/Grady Way are already very challenged by traffic volumes,
which cannot be readily addressed due to the proximity of I-405 and the right-of-way restrictions of the
piers supporting the freeway and the Green River.
The Longacres Way connection will need to be studied carefully as it may not be able to handle the
increased volumes expected from this type of development given the low railroad bridge crossings and

the narrow cross section of the roadway under the railroad trestle. Please note, the Union Pacific railroad
completed improvements to the bridge and have significantly restricted access. The portion of
Longacres Way from the eastern City Limits for Tukwila to west of the Union Pacific right-of-way is under
private ownership, not a publicly owned and controlled street. Tukwila has some rights to access the
private areas but is not the controlling agency.
Tukwila requests:
• Continued collaboration with the City of Renton and the property owner as the project moves forward
with planning, permitting, construction and operation.
• That Renton requires use of a traffic model for the trip distribution and requires mitigation for LOS that
fall below adopted standards in any affected jurisdiction. We assume Renton has recently updated their
model for the 2044 Comprehensive Plan update.
• That Renton consider an interlocal/interagency agreement to address the potential significant impacts
of this proposal on Tukwila (and WSDOT) infrastructure within the Tukwila city limits.
• Continued discussions with the City of Renton on the Strander Blvd extension project.
