Short Plat Drawing Concerns: • The topography map (Sheet 3 of 3)is not needed for the recording of the short plat. • Note the City of Renton land use action number (LUA-97-134-SHPL) and the city's land record number (LND-20-0212 on all drawing sheets. • Note all existing easements, reservations and agreements of record on the drawing. A title report dated September 30, 1996, lists, as an exception, an easement to Pacific NW Bell, recorded under Recording Number 910507137. Project Description/Background The applicant seeks short plat approval to subdivide a 16,490 square foot parcel into 2 lots of 9,010 and 7,480 square feet. There is an existing multi-family structure on the west lot (Lot 1) which appears to include 5 dwelling units. The applicant proposes to convert this building into a duplex (2 residential dwelling units) in order to meet the maximum density requirements of the R-8 zone. The existing multi-family residence faces Cedar Avenue S, but it is presently accessed from the back of the lot off Renton Avenue S. There is an asphalt parking area behind.the building which crosses over the proposed lot line. According to supplemental information provided by the applicant, access and parking for the existing multi-family residence would be changed to Cedar Avenue S. The subject site slopes steadily from east to west with slopes ranging from 6% to 20%. The steepest slopes appear to be along the two street frontages of the site. 2. Environmental Review Not applicable to proposal. Short plats are exempt from SEPA environmental review. 3. Staff Review Comments Representatives from various city departments have reviewed the application materials to identify and address issues raised by the proposed development. These comments are contained in the official file, and the essence of the comments has been incorporated into the appropriate sections of this report and the Departmental Recommendation at the end of the report. 4. Consistency Short Plat Criteria Approval of a plat is based upon several factors. The following short plat criteria have been established to assist decision makers in the review of the plat: (a) Compliance with the Comprehensive Plan Designation. The site is designated Residential Single Family(RS) on the Comprehensive Plan Land Use Map. The RS designation is intended to promote and enhance single family neighborhoods. The applicant would be required to convert the existing multi-family residence into a duplex(2 residential dwelling units)which would make the existing use more compatible with the single family neighborhood character envisioned with the RS designation. A single family residence would then be permitted on Lot 2 with approval of the short plat. The proposal would provide for infill development on a lot size that is generally consistent with surrounding lots. The proposal is consistent with the following Comprehensive Plan policies: Policy LU-35. Allow development at 9.7 dwelling units per acre on infill parcels of one acre or less as an incentive to encourage single family small lot development on 4,500 sq. ft. lots. Policy LU-38. Infill development standards should be developed that reflect characteristic or unique features of established neighborhoods. These standards should address: 1)building height, width, and length; 2)front, side, and back yard setbacks;3)maximum lot coverage;4)location of driveways and garages; 5)number of garages;and 6)roofline. Building scale in single family neighborhoods should be compatible with existing development. (b) Compliance with the Underlying Zoning Designation. The proposal site is designated Residential-8 DU/AC (R-8) on the City of Renton Zoning Map. The proposed short plat would create two lots of 9,010 and 7,480 square feet, which complies with the minimum lot size of 4,500 square feet permitted in the R-8 zone. The allowable density range within the R-8 zone is a minimum of 5 and a maximum of 8 dwelling units per net acre. However, lots less than 1/2 acre in size are permitted a maximum density of 9.7 dwelling units per acre. If the existing multi-family residence is converted to a duplex (2 residential dwelling units), the density on Lot 1 (9,010 square feet) would be 9.67 dwelling units per acre, which complies with the maximum density standard. The density for 3 residential units (assuming construction of a single-family residence on Lot 2) over the entire site would be 7.92 dwelling units per acre. The conversion of the existing multi-family residence on Lot 1 to a duplex is necessary in order for the proposal to meet the maximum density requirements of the R-8 zone. Staff recommends requiring an inspection by the Building Department to verify that the existing multi-family residence has been converted to a duplex, prior to recording the short plat. In addition, the applicant needs to provide 4 off-street parking spaces to meet the parking requirements for the duplex. The.R-8 zone requires a minimum 50 foot lot width for interior lots and a minimum lot depth of 65 feet. The lots in the proposed short plat comply with the lot dimension standards of the R-8 zone. The existing structure on Lot 1 is setback 3.2 feet from the north property boundary, which does not comply with the minimum 5 foot side yard setback requirement. However, the subject proposal does not include expansion of the structure and therefore would not increase the non-conformity of this setback requirement. It appears that there would be sufficient area to construct a single family home on Lot 2 in compliance with R-8 setback standards. (c) Compliance with Subdivision Regulations. Lot Arrangement: Side lot lines are to be at right angles to street lines, and each lot must have access to a public street or road. Access may be by private access easement street per the requirements of the Street Improvement Ordinance (Code Section 4-34). The proposal complies with this criteria. The side lot lines are at right angles to the street lines and each lot would have access via a public street. Lots: The size, shape and orientation of lots shall meet the minimum area and width requirements of the applicable zoning classification and shall be appropriate for the type of development and use contemplated. The proposed lots meet the minimum lot area and lot dimension requirements of the R-8 zone. There appears to be sufficient lot area for construction of a single family residence on Lot 2. The lots have access onto public streets, no internal street system is proposed. Property Corners at Intersections: All lot corners at intersections of dedicated public rights-of-way, except alleys,shall have minimum radius of 15 feet. The applicant has indicated that the access would be changed to Cedar Avenue S. in order to avoid encumbering Lot 2 with an access easement. Both lots have frontage along public streets, affording adequate access opportunity. The project would result in an increase in traffic trips, and therefore would. be subject to the City's Transportation Mitigation Fee to offset potential impacts to the .roadway system. The Transportation Mitigation Fee is calculated to be $75 for each average daily trip attributable to the project. Trip generation -values are based on the ITE Manual and are estimated at 9.55•vehicle trips per day for each new single family residence. The traffic mitigation fee for the proposed 1 new lot is estimated to be $716.25. Topography The subject site slopes steadily from east to west with slopes ranging from 6% to 20%. The steepest slopes appear to be along the two street frontages of the site. The Parking and Loading Ordinance limits driveway grades for single-family uses to a maximum of 15%, and driveways that exceed 8% require slotted drains at the lower end for positive drainage. The applicant will be required to comply with these code provisions at the time of building permits. Relationship to Existing Uses The project site is, located in an area that is developed with single family residential homes. There are few vacant lots and few lots that have potential for future lot subdivision in the vicinity. The proposal would create 2-lots of 9,010 and 7,480 square feet. These lot sizes are consistent with the pattern of surrounding lot sizes in the vicinity of the site. The requirement to convert the existing multi-family residence to a duplex would make the existing use and structure more compatible with the- neighborhood and reduce the level of nonconformity to R-8 zoning standards. (e) Availability and Impact on Public Services(Timeliness) Police and Fire. Police and Fire Prevention Bureau staff indicate that sufficient resources exist to service the proposed development, subject to the condition that the applicant provide the improvements and mitigation fees required by the Renton City Code. A Fire Mitigation Fee of$488.00 is required for each new single family lot. Recreation. Liberty Park in downtown Renton and Cedar River Park are within 1/4 mile of the subject site. The proposal does not provide common on-site recreation areas for residents. A Parks Mitigation Fee of 530.76 per new single family home is required for each new single family lot. Schools. According to the Renton School.District, new development generates 0.76 school-age children per new residence. It is not anticipated that the proposed short plat would generate enough students to impact school operations. Stormwater. There are existing catch basin stormwater facilities in Renton Avenue S. and Cedar Avenue S. Water and Sanitary Sewer Utilities. Sewer.There is an existing 8-inch sanitary sewer main in Cedar Avenue S. and Renton Avenue S. No sewer main extensions are required for this project. Water. Storm Drainage Narrative: The site is presently developed with a residential structure located on the westerly portion of the property. An asphalt driveway from Renton Avenue enters the site along the northeast corner, with about 39% of new Lot#2 covered with asphalt concrete parking area. Since a building plan has note yet been prepared for this lot, it is not possible to calculate the future area of impervious surface. It may be assumed that the existing driveway will be removed to accommodate the new residential structure on Lot#2. The net increase in impervious surface should be very small. The associated incremental increase in rates of runoff should be very small. The site should be exempt from onsite detention and water quality requirements. Roof drains from the new structure on Lot #2 could be connected to a roof drain system that discharges to the gutter along Renton Avenue South. This would require constructing a pipe under the sidewalk according to City standard details. Another option would be to connect the roof drains to an onsite infiltration trench system according to City standard details. It is assumed that no changes would occur on Lot#1, other than possible removal of a portion of the existing asphalt along the east side of the lot.This is subject to future site plan review.
