City of Renton P/B/PW Department Administrative Site Plan Approval&Envir rental Review Committee Staff Report BOB BRIDGE GMC SERVICE DRIV_ LUA-97-138,SA,ECF REPORT OF OCTOBER 14, 1997 Page 2 of 9 PART ONE: PROJECT DESCRIPTION/BACKGROUND The applicant seeks Site Plan Approval and Environmental Review for a 1,833 square foot addition for a drive-thru service area to an existing auto dealership building (approximately 26,627 square feet). The minor building addition would be used by service managers for writing up orders. The proposal does not add service bays. The proposed building addition is necessary because auto manufacturers are requiring the dealership to separate Toyota and GMC dealership functions. Existing service bays would be switched to isolate the services. The proposal does not.include changes to drainage, the project would decrease the overall impervious area with the addition of landscape islands. No new utility connections are required. The existing driveways and curb cuts will be used. The proposal would add a new concrete plaza area in front, replacing existing asphalt. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21 C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Earth Impacts: The site is presently developed and the proposed building addition would replace existing asphalt area. Existing grades would be matched with the building addition. Some structural fill would be required under building footings. Potential erosion impacts would be mitigated by City Code requirements for approval of a Construction Mitigation Plan and a Temporary Erosion'and Sedimentation Control Plan (TESCP) prior to issuance of Construction Permits. Mitigation Measures: No further mitigation is recommended. Nexus: NA 2) Air Impacts Impacts to air quality can be anticipated during construction and after occupancy of the proposed project. Impacts during construction would include increased levels of airborne particulates (especially dust)from disturbance of exposed soils. Construction impacts would be short term in nature and would be mitigated through best management practices of the required TESCP and with the Construction Mitigation Plan. Emissions from construction equipment exhaust would have a minor impact on local air quality. Exhaust from construction vehicles is regulated by State and City Codes. The proposal would not result in additional impacts associated with vehicle exhaust from customer and employee traffic and from servicing of auto engines. Air impacts would be relatively minor in nature and not considered significant to warrant special mitigation measures. Mitigation Measures No further mitigation is recommended. There is no surface water or wetlands located on the site or in the immediate vicinity of the project site. The site does not lie within a 100-year floodplain. The proposal would add landscape islands reducing the overall area of impervious surfaces. The existing storm drainage system would remain. Mitigation Measures No further mitigation is recommended. Policy Nexus NA 4) Fire Protection Impacts The proposal would add new construction to the City which would potentially impact the City's Fire Department. A Fire Mitigation Fee applies to all new construction. The required mitigation fee is based on a rate of$0.52 per square foot of new construction. For the proposed development the fee is estimated at $953.16 (1,833 square feet X $0.52 = $953.16). The Fire Mitigation Fee is payable at the time that Building Permits are issued. Mitigation Measures The applicant shall pay the appropriate Fire Mitigation Fee at a rate of $0.52 per square foot of new construction. This fee is estimated at$953.16. The Fire Mitigation Fee is payable prior to the issuance of Building Permits. Policy Nexus Fire Mitigation Fee Resolution and adopting Ordinance, SEPA Ordinance. 5) Transportation Impacts Access to the site would remain unchanged: The existing driveways and curb cuts would be used. The proposed building addition is intended for separating.Toyota,and GMC.dealership functions and no additional service bays are proposed. It is anticipated that there would be no increase in average daily traffic trips resulting from the proposal and therefore no traffic mitigation fee is warranted. The applicant has submitted a Construction Mitigation Plan which describes the hauling and transportation routes to the site and states that the limited amount of construction would be performed between the hours of 7:00 a.m. and 6:00 p.m. Mitigation Measures No further mitigation is recommended. Policy Nexus: NA 6) Land Use Impacts The subject site is zoned Commercial Arterial (CA) and auto dealership uses are a primary permitted in the CA zoning designation. There are no land use impacts anticipated to result with the proposal. Mitigation Measures No further mitigation is recommended. CONFORMANCE WITH THE COMPREHENSIVE PLAN, ITS ELEMENTS AND POLICIES; The subject site is within the Employment Area-Valley (EAV) designation of the Comprehensive Plan. The EAV designation is intended to provide for a mixture of commercial, office, and industrial uses. The proposed addition to the auto dealership is consistent with the policies of the EAV designation. B. CONFORMANCE WITH EXISTING LAND USE REGULATIONS; The subject site is located in the Commercial Arterial (CA) zone. The proposed addition to the existing auto dealership conforms to the uses and development standards of the CA zone. The building addition complies with setback, height, lot coverage, and landscape requirements. The site provides sufficient parking to satisfy additional requirements for the building addition. C. MITIGATION OF IMPACTS TO SURROUNDING PROPERTIES AND USES; The project site is surrounded by commercial uses and the minor building addition would not adversely impact surrounding properties and uses. The proposal would not increase the existing number of service bays and does not represent a large expansion of the existing business. The minor changes to the overall site plan would not create adverse impacts to the site. E. CONSERVATION OF AREA-WIDE PROPERTY VALUES; The proposed minor building addition represents an investment in the existing business which would serve to enhance area-wide property values. F. SAFETY AND EFFICIENCY OF VEHICLE AND PEDESTRIAN CIRCULATION; Access to the site would remain unchanged. The existing driveways and curb cuts would be used. On-site circulation would be improved with additional landscape planters more clearly defining drive aisles. G. PROVISION OF ADEQUATE LIGHT AND AIR; The minor building addition would not affect provision of adequate light and air. H. MITIGATION OF NOISE, ODORS AND OTHER HARMFUL OR UNHEALTHY CONDITIONS; Noise, dust and odors may result with construction of the project. These impacts would be short-term and minor. Impacts would be mitigated through measures required in the Construction Mitigation Plan and with best management practices. The proposal would not add service bays or increase levels of the existing operation that could result in additional noise or odor impacts. Noise impacts on surrounding properties and uses would be limited by the Noise Level Regulations of Chapter 7, Title VIII. 1. AVAILABILITY OF PUBLIC SERVICES AND FACILITIES TO ACCOMMODATE THE PROPOSED USE;AND The project site is already served with utilities and public services at adequate levels. The proposal would not expand or revise utilities serving the site. J. PREVENTION OF NEIGHBORHOOD DETERIORATION AND BLIGHT. Investment and expansion of an existing auto dealership would benefit the commercial area and serve to prevent neighborhood deterioration and blight. FROM: Bo McFadden / GeoEngineers I DATE: September 15, 1997 FILE: 6074-001.-31 SUBJECT: Preliminary Geotechnical Recommendations Bob Bridge GMC/Toyota Renton, Washington _ INTRODUCTION This memorandum presents a summary of the subsurface conditions at the two Bob Bridge sites and preliminary geotec:hnical recommendations for foundation support of the proposed buildings. We understand that the proposed buildings will be lightly loaded, single story metal frame structures with on-grade floor slabs. SUBSURFACE CONDITIONS We completed one boring at each site on September 11., 1997. Boring B-1 completed at the GMC site (650 Rainier Avenue South) extended to a depth of about 37 feet. We encountered about 6 feet of fill consisting of loose sand with occasional gravel overlying soft silt which extends to a depth of about 13 feet. Loose sand was encountered below the silt to a depth of about 20 feet where another layer of silt was encountered. This second silt layer was encountered to a depth of about 32 feet where medium dense sand with occasional gravel was encountered. The ground water level was at a depth of about 20 feet during drilling. The upper silt layer is compressible and may produce settlement below the anticipated foundation loads. The risk of liquefaction of the soils encountered in the boring is, in our opinion, low to moderate and the resulting differential settlements should be relatively small. Boring B-2 completed at the Toyota site (150 S.W. 7th Street) and extended to a depth of about 39 feet. We encountered about 3 feet of fill consisting of medium dense sand with silt overlying loose silty sand to a depth of about 8 feet, and medium dense sand with occasional gravel below to a depth of about 19 feet. Loose silty sand was encountered from a depth of about 19 feet to 36. Medium dense sand was encountered from a depth of about 36 feet to the bottom of the boring. Ground water was encountered at a depth of about 8 feet. The soils which were encountered in our boring are moderately susceptible to liquefaction during seismic ground shaking and the resulting differential settlements should be relatively small. PRELIMINARY RECOMMENDATIONS We recommend that the foundations for the two buildings be supported on at least a 2-foot thick layer of structutlll. On the GMC site the structural fill will replace a portion of the loose fill Royce Berg /LPN Architecture and. Planning, Inc. September 15, 1997 Page 2 which is present in the,proposed building area. The structural fill will help distribute foundation loads and reduce the amount.of settlement resulting from the underlying compressible silt layer and potential seismic ground shaking to a tolerable amount.. On the Toyota site the 2-foot thick layer of structural fill will help distribute:the foundation loads and reduce the impacts of settlement potentially caused by seismic ground shaking. All structural fill supporting foundations should be,placed and compacted to at least 95 percent of maximum dry density (MDD) in accordance with ASTM D-1557. Foundations supported on at least a two foot thick layer of structural fill may be designed for an allowable bearing pressure of 2,000 psf(pounds per square foot). This value may be increase by 1/3 for short term loads such as wind or seismic. Floor slabs may be supported on grade;provided the upper 1-foot thickness of the subgrade soil is compacted to at least 95 percent of MDD. Foundation drains should be provided for both buildings. The drains should consist of at least 4- inch diameter performed drain pipe surrounded by drain rock. The pipe should be sloped to drain to a suitable discharge point.
