On May 29,2025, at approximately 0930 hours, I was dispatched to a two-vehicle collision on the
overpass of SR 167 and SW 43rd ST,within the City Limits of Renton, County of King,State of
Washington.
While on scene, I collected the involved parties driving documents and their independent recollection of
events leading up to the collision.
The driver of Unit 1, Manuel Diaz-Ruiz,was traveling westbound on the overpass of SW 43rd St and SR
167.The driver of Unit 1 stated he was traveling directly behind Unit 2 and saw as Unit 2 had come to a
stop for queued traffic at the upcoming intersection.The driver of Unit 1 stated he unable to stop in time
and subsequently collided with the rear of Unit 2 causing minor damage to the front of Unit 1.
The driver of Unit 2, identified as Fe P.Allen, said she was the sole occupant of her vehicle and was also
traveling westbound on SW 43rd St and SR 167.While Unit 2 was stopped for queued traffic, Unit 1
collided with the rear of Unit 2 causing minor damage to the rear of Unit 2.
While speaking with Manuel I detected an odor of an alcoholic beverage emitting from his mouth.
Manuel's eyes were also droopy and glossy. I peered into the vehicle while standing outside and noticed
a box of Modelo's beer in the rear compartment.
I asked Manuel if had anything to drink and he said yes. Manuel admitted to drinking the night prior but
stated he had not ingested anything this morning.
I asked Manuel if he would voluntarily submit to a field sobriety test, and he said yes. I checked his
pupils, and I did not see any standing nystagmus. I then checked lack of smooth pursuit but noticed that
his eyes were gently jerking. Based on my training and experience, I believe he was lightly intoxicated.
Officer Nugent was my backing officer had he had portable breath test(PBT) present during the field
sobrietytest. I asked Manuel if he would voluntarily submit to a PBT test, and he said yes.After receiving
the results,the PBT showed that alcohol was present in his system.We received a reading of.016.
Although the PBT test showed Manuel had alcohol was present, I do not believe it was a determining
factor in this collision. I believe he was not paying attention to the traffic in front of him.
This incident occurred in the sCity of Renton,King County,Washington State.

1 believe Manuel violated Renton Municipal Code(RMC) 10-12-25—Inattentive Driving which is defined as
any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner
in the City of Renton. "Inattentive manner" in this section means a lack of: 1)attentiveness required to
safely operate the vehicle under the prevailing conditions, including, but not limited to,the nature and
condition of the roadway,the weather conditions,the presence of pedestrians,the presence of other
traffic, or by the driver focusing or directing the driver's attention to something other than driving the
motor vehicle; or 2)attentiveness that would permit the driver of a motor vehicle to observe anything
resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances
require. (Ord.4462,7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11).
