On 05-31-2025 at approximately 1015 hours I was dispatched to 3122 NE 20th ST for a hit and run report. Dispatch advised: "*PHONE* SINCE THIS MORNING, HIT AND RUN TO VEH.. POSS SUSP INFO, NABOR HAS VEH INFORMATION/SAW IT DRIVE AWAY." I initially reached the reporting party by phone, but responded in person to assess the damage. I arrived and contacted the victim/reporting party, identified via WA DOL photo as Jennifer M. Burwell (05-30-1971). Jennifer was with her red 2017 Hyundai Elantra,WA/BQE1422,which was parked on the north side of the roadway,facing west, and had sustained significant rear driver side damage.Jennifer advised that she last saw her vehicle in the evening of 05-30-2025, and awoke to discover the aforementioned damage on 05-31-2025. Jennifer talked to a neighbor, Seth Jens,who advised may have additional information. I contacted Seth who advised that at on 05-31-2025 at approximately 0045 hours, he observed a silver hatchback, possibly a Subaru, which had a rear passenger taillight out, accelerate at a high rate of speed eastbound through the neighborhood. Seth said that he heard a loud noise which he suspected was the vehicle striking something, but did not see what was struck. While I was with Jennifer, she noticed a note that was left on her vehicle by a subject who was later identified via WA DOL photo as Phillip V. Markovets (10-16-2001). Phillip's note indicated that he knew who struck Jennifer's vehicle and included Phillip's phone number. I contacted Phillip by phone with Jennifer and he advised that he would respond to the scene to explain the circumstances in person. Phillip arrived and relayed the following: Phillip has a friend, who he identified as Michael A. Miller(02-25-2002),who resides at 3140 NE 19th PI, which is situated just southeast of Jennifer's address. In the evening of 05-30-2025 into the morning of 05-31-2025, Phillip was hanging out with Michael, and they were both drinking alcohol while walking around the neighborhood nearby. Michael was intoxicated when he told Phillip he wanted to drive somewhere to get food. Phillip told Michael not to drive, and to just stay at home. Phillip left the area and on 05-31-2025 at approximately 0030 hours was alerted by a family member of Michael's stating that Michael told them that his vehicle was stolen. Phillip knows Michael to have a history of dishonesty, and was led to believe that Michael was falsely reporting his vehicle stolen to his family members. Phillip arrived and located Michael who was with his silver 2004 Honda Accord, WA/CLX8155, which returned registered to Michael. Phillip advised that the vehicle had sustained significant front-end damage, consistent with him striking another vehicle. Once Phillip arrived to contact Michael, Michael told Phillip that he struck a vehicle somewhere in his neighborhood. Phillip said that Michael was going to try to take his vehicle to an unknown location in Kent, and drove away without Phillip. Prior to Michael leaving, Phillip took a short video of Michael's vehicle.The video shows the damaged front passenger side of a silver vehicle, but does not show Michael or a license plate. Phillip advised that he has since been calling Michael, but that he and Michael's family have been unable to reach him. I checked Michael's residence and did not observe his vehicle. I called Michael multiple times with negative results. Phillip advised that Michael works at the Staples location situated at 1207 N Landing Way. I later responded to the aforementioned Staples on 05-31-2025 at approximately 1126 hours where I spoke with a manager.The manager I spoke with advised that Michael was supposed to work on 05-31-2025 from 1000-1400 hours, but did not show up for his shift. I photographed the collision scene and uploaded the photos to the case file. I provided Jennifer with my card and the Renton Police case number. Based on the totality of circumstances, I am led to believe that Michael A. Miller(02-25-2002)was driving the silver 2004 Honda Accord, WA/CLX8155 when he struck the parked vehicle, however I am unable to satisfy the necessary burden of probable cause at this time due to my inability to locate Michael or his vehicle.
