Therefore, the owner is unable to deliver a clear deed to the occupant purchaser until approval of a short plat. No changes to the existing residential structures are proposed. The applicant proposes no modifications to the existing driveways, street or utilities. 2. Environmental Review Not applicable to proposal. Short plats are exempt from SEPA environmental review. 3. Staff Review Comments Representatives from various city departments have reviewed the application materials to identify and address issues raised by the proposed development. These comments are contained in the official file, and the essence of the comments has been incorporated into the appropriate sections of this report and the Departmental Recommendation at the end of the report. 4. Consistency Short Plat Criteria Approval of a plat is based upon several factors. The following short plat criteria have been established to assist decision makers in the review of the plat: (a) Compliance with the Comprehensive Plan Designation. The site is designated Residential Single Family (RS) on the Comprehensive Plan Land Use Map. The RS designation is intended to promote and enhance single family neighborhoods. The short plat application would not result in additional residences and Comprehensive Plan policies are inapplicable. (b) Compliance with the Underlying Zoning Designation. The proposal site is designated Residential-8 DU/AC (R-8) on the City of Renton Zoning Map. The proposed short plat would create two lots of 7,380 and 7,226 square feet, which complies with the minimum lot size of 4,500 square feet permitted in the R-8 zone. shpltrpkdoc City of Renton P/B/PW Department Administrative Land Use Action- L.=:'NELSON SHORT PLAT-LUA97-146,SHPL-A REPORT DATE OF FEBRUARY 5,1998 Page 4 The allowable density range within the R-8 zone is a minimum of 5 and a maximum of 8 dwelling units per net acre. The proposal for 2 lots would result in a net density of 5.88 dwelling units per acre which satisfies the code requirement. The R-8 zone requires a minimum 50 foot lot width for interior lots and a minimum lot depth of 65 feet. The lots in the proposed short plat comply with the lot dimension standards of the R-8 zone. The proposed lots would be 90 feet by approximately 80 feet which meets the lot dimension standards of the R-8 zone. There are adequate front and rear yard setbacks maintained between the existing residences and the proposed lot line. (c) Compliance with Subdivision Regulations. Lot Arrangement: Side lot lines are to be at right angles to street lines, and each lot must have access to a public street or road. Access may be by private access easement street per the requirements of the Street Improvement Ordinance (Code Section 4-34). The proposal complies with this criteria. Lot 2 is accessed directly from Aberdeen Avenue NE and the applicant has attained an access easement on the property to the south for access to Lot 1. Lots: The size, shape and orientation of lots shall meet the minimum area and width requirements of the applicable zoning classification and shall be appropriate for the type of development and use contemplated. The proposed lots meet the minimum lot area and lot dimension requirements of the R-8 zone. The lots have access onto Aberdeen Avenue NE (a public street), no internal street system is proposed. Property Corners at Intersections: All lot corners at intersections of dedicated public rights-of-way, except alleys,shall have minimum radius of 15 feet. Not applicable to proposal. (d) Reasonableness of Proposed Boundaries Access: Lot 2 has direct driveway access onto Aberdeen Avenue NE. The applicant has attained a recorded access and utility easement for Lot 1 which is located in the back of Lot 2. This easement is located on the property • abutting the subject site to the south. The easement is along an existing 20 foot wide, gravel driveway. The code requires asphalt paving of driveways. The applicant proposes to maintain the gravel surfacing and has submitted a letter from a geotechnical consultant which concludes that the existing gravel driveway serving proposed Lot 1 is suitable for support of fire equipment access. The applicant will be required to pave the driveway or must gain approval from the Board of Public Works to maintain the driveway as a gravel surface. No street improvements are proposed for the property frontage along Aberdeen Avenue NE. The code requires Board of Public Works approval in order,to waive or defer the required street improvements. No additional building lots are created with the short plat application and therefore no additional traffic trips are anticipated and no traffic mitigation fees are warranted. Topography The project site is basically level and well-drained. Relationship to Existing Uses The site is located in an area that is developed with single family residential homes. There are a variety of lot sizes in the vicinity. There are many larger lots along Aberdeen Avenue NE because sewer utilities are not presently available to many of the lots. Fire Prevention Bureau made no comment on the subject application. Recreation. Gene Coulon Park and Kennydale Lions Park are approximately 1/2 mile from the subject site. Stormwater. No drainage improvements are required. Water and Sanitary Sewer Utilities. Sewer. Both of the existing residences are served by septic systems. A separate septic system has recently been added to serve Lot 1 and the tank and drainfield are located entirely on Lot 1. Lot 2 is served by an existing system which is located entirely on Lot 2. The King County Department of Public Health has approved both of the septic systems. The nearest sanitary sewer to the subject parcel would require extending the sewer main from Monterey and NE 16th Street for a distance of between 340 to 350 feet. A parcel is required to extend sewer mains and hook-up to public sewer service if it is within 330 feet. The applicant has signed a covenant agreeing to participate in formation of a utility local improvement district. Water. No water system improvements are required. Street Improvements. The code requires the applicant to either install street improvements (curb, gutter, sidewalks) along the property frontage on Aberdeen Avenue NE, or receive approval of a deferral or waiver from the Board of Public Works, prior to recording of the short plat. Our work was performed in accordance with the conditions of our proposal dated August 4, 1997. The scope of our work included one site visit, a visual reconnaissance and shallow hand explorations of the driveway, engineering evaluations and preparation of this report. SITE CONDITIONS Our site observations were made on 8/21/97. The site is located on the west side of Aberdeen Avenue NE. Topography of the site is essentially flat. The 1517 residence fronts on Aberdeen Avenue NE and the 1519 residence is located about 120 feet west of the street. Access to the 1519 residence is provided by the subject driveway.. Based on our observations and measurements the driveway is "L" shaped running west from the street to a point about 90 feet into the property then turning north for about 80 feet to the 1519 garage. The eastern leg is about 28+ feet wide and the northern leg is about 18 feet wide. The driveway surface was in good condition, without potholes or other indications of subgrade failure. You reported that the driveway is used by heavy trash trucks weekly. We performed shallow hand-dug explorations near the street entrance and near the intersection of the two legs of the driveway to observe the conditions of the subsoils below the driveway surface. Based on our explorations the driveway surfacing is crushed gravel about 1 to 2 inches thick and is underlain by very dense silty/sandy gravel (base) about 6 inches thick. The natural subsoils below the gravel base were dense to very dense silty sand with gravel to a depth of 2 feet below the driveway (the rridxirnurri depth of our exploratio ). Based on our observations and explorations, it is our opinion that the existing driveway surface and shallow subsoils are suitable for support of fire equipment on the rare occasion that they might require the driveway for access to the 1519 house. CLOSURE This report was prepared for specific application to the subject site and for the exclusive use of Ms. Lily Nelson and her representatives. The findings and conclusions of this report were prepared with the skill and care ordinarily exercised by local members of the geotechnical profession practicing under similar conditions in the same locality.
