EF98098 CASE# 25-4832 OF LNa 06/03/25 15:18 F coy�isI©�ON u NARRATIVE CC 25-4832 On 6/3/2025 at 1520 hours I was dispatched to a motor vehicle collision at around the 1400 block of Kirkland Ave NE in the City of Renton, King County, Washington. Pre-Collision Unit 2 was legally parked and unoccupied on the East side of the roadway on Kirkland Ave NE facing North at around the 1400 block. Driver 1 stated that she was traveling North on Kirkland Ave NE in the #1 lane approaching the 1400 block. Collision Driver 1 stated that as she entered the 1400 block, there was a vehicle that passed her in the oncoming lanes of travel which spooked her. Driver 1 stated that she then turned right for some reason and the front passenger side bumper of Unit 1 collided with the rear drivers side bumper of Unit 2. Driver 1 stated that upon impact she lost consciousness and was bleeding from the mouth. Driver 1 stated that the vehicle that passed her did not hit her vehicle and that the action of passing her vehicle startled her. It should be noted that a vehicle passing in this area is permitted so long as it does not obstruct oncoming traffic. Injuries Driver 1 was bleeding from the mouth and lost consciousness per her word. Driver 1 was transported to Valley Medical Center via Tri-Med. Vehicle Disposition Unit 1 was rendered inoperable and was towed from the scene. Unit 2 remained on the scene and was not blocking traffic. Proximate Cause I determined that Driver 1 is the proximate cause of this collision because Driver 1 drove a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. Had Driver 1 been attentive to her surroundings and seen the vehicle that was lawfully passing her and seen that Unit 2 was legally parked on the side of the roadway.
