On 6/5/2025 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for
the City of Renton. I was dispatched to a phone report of a two-vehicle collision which had
occurred prior in the intersection of SE 164th St and 128th Ave SE Renton/King/WA. Connie L
Moore DOB: 1/5/1939 was calling to report a collision.
I called Connie who had her niece, Nicole, help with the explanation. Connie said that she was
driving her white 2001 Lincoln Continental WA/541 ZLG east on SE 164th St when she was struck
by another vehicle in the intersection of SE 164th and 128th Ave SE. Connie said she had
stopped at the stop sign before proceeding into the intersection. Connie said that she was not
injured, and the damage was to the passenger side front bumper/quarter panel of her vehicle.
Connie said that the other vehicle stopped and checked on her, the other driver provided her
with his WADL which identified him as Ryas A Adam DOB: 2/28/2008. Connie said that she gave
Ryas her phone number but forgot to get his insurance information and vehicle information
before he left.
I provided Connie with a case number and told her I would follow-up later when I was back at
work.
On 6/9/2025 1 received an email from Nicole who said that Connie received a phone call from
Ryas. And she believed he had come by Connie's home and taken photographs of the vehicle.
She provided me with the phone number for Ilyas, I called him and asked what happened, he
said that he was driving north in his black 2013 Toyota Corolla WA/CCN9041 on 128th Ave SE
and had stopped at the stop sign, he said that he turned west onto SE 164th St when he was
struck by Connie. He said the damage was to the front driver side bumper/quarter panel of his
vehicle. Ryas said he was not injured.
Ryas said that he stopped and checked on Connie, he said that he provided her with his WADL
before he left the scene. Ryas then provided me with his insurance information which I relayed
