On 06-12-2025 at approximately 0722 hours I was working a marked Renton Police
Department patrol in full uniform as unit 8R4, the school resource officer for Hazen High
School in the City of Renton, County of King, State of Washington. I was informed that there
had been a collision in the parking lot which involved a student. I was shown a video of the
incident. The student appeared to attempt to leave his info via showing his contact info to the
in-car camera of unit 02, but the info was not readable on video. The student was identified
by the Hazen vice principal via the camera footage of the unit 02 in-car camera.
Unit 02 WA/CFU9691 had been parked unoccupied in the front parking lot at 1101 Hoquiam
AVE NE. I observed in the video that the driver of unit 01 (WA/BPN1660) backed up and
contacted unit 02 with the passenger side bumper of his vehicle. I spoke to the owner of unit
02 who was identified as complainant Breann R. Vanden Bos (DOB: 10-28-1984). She was
insured through State Farm with policy number 198 5619-C29-47F.
spoke to the driver of unit 01 over the phone who was identified as seventeen-year-old
juvenile subject Julian Garcia-Contreras (DOB: 07-26-2007). He said he left his phone
number on the video of the in-car camera. 1 advised him that had not worked out. He said he
would head back to the school to exchange all information. He arrived at the school and
provided insurance information: Allstate with policy number 807 780 472.
1 determined that the proximate cause of this collision was that unit 01 driver backed into unit
02 with improper backing.
Both parties were provided with the case number and a business card.
No citations were written as this collision occurred in the parking lot of Hazen High School.
