DEVELOPMENT IDENTIFICATION Kimley-Horn and Associates, Inc. has been retained to provide a traffic impact analysis (TIA) report for 4th Dimension development (Development). This report is intended to provide the City of Renton (City) with the necessary trip generation, trip distribution, and level of service information to facilitate their review of the Development. Brad Lincoln, responsible for this report and traffic analysis, is a licensed professional engineer (Civil) in the State of Washington and member of the Institute of Transportation Engineers (ITE). The Development is proposed to include 28 units of mid-rise multifamily homes and 6,108 square feet (SF) of retail. It is located on the northeast corner of the intersection of Bremerton Avenue NE at NE 4th Street in the City. Analysis for the Development was performed for a 10-year horizon period to 2035. The site is currently occupied by a single family detached residential unit that will be removed during construction. A site vicinity map is included in Figure 1. A site plan is provided in Appendix A. 2. METHODOLOGY The analysis contained in this report is based on TIA guidelines published by the City. The trip generation calculations are based on the average trip generation rates published in the ITE (2021) Trip Generation Manual, 11th Edition. The trip distribution is based on an approved distribution for similar developments in the site vicinity and surrounding land uses. The level of service analysis at the study intersections has been performed in accordance with the Highway Capacity Manual (HCM) 7th Edition. Congestion is generally measured in terms of level of service (LOS). Road facilities and intersections are rated between LOS A and LOS F, with LOS A being free flow and LOS F being forced flow or over-capacity conditions. A summary of the level of service criteria is included in Table 1. The level of service at all-way stop-controlled intersections, signalized intersections, and roundabouts are based on the average delay for all vehicles. The level of service analysis for unsignalized intersections is based on the critical stopped movement with the highest delay. LOS A: Free-flow traffic conditions, with minimal delay to stopped vehicles (no vehicle is delayed longer than one cycle at signalized intersection). LOS B: Generally stable traffic flow conditions. LOS C: Occasional back-ups may develop but delay to vehicles is short term and still tolerable. LOS D: During short periods of the peak hour, delays to approaching vehicles may be substantial but are tolerable during times of less demand (i.e., vehicles delayed one cycle or less at signal). LOS E: Intersections operate at or near capacity, with long queues developing on all approaches and long delays. LOS F: Jammed conditions on all approaches with excessively long delays and vehicles unable to move at times. 2 When demand volume exceeds the capacity of the lane, extreme delays will be encountered with queuing which may cause severe congestion affecting other traffic movements in the intersection. 4th Dimension April 2025 Traffic Impact Analysis Page 4 KH 090223161 3. TRIP GENERATION Trip generation calculations for the Development are based on national statistics contained in the ITE (2021) Trip Generation Manual, 11th Edition. The average trip generation rates for the following ITE Land Use Codes (LUC) were utilized: ⚫ LUC 221, Multifamily (Mid-Rise) – 28 units ⚫ LUC 822, Strip Retail (<40k) – 6,108 SF ⚫ LUC 210, Single-Family Detached – 1 unit (Removed) A pass-by rate of 25% was utilized for trips generated by LUC 822 based on data published by ITE for similar land use codes and industry standards3. The net new trip generation calculations for the Development are summarized in Table 2. The trip generation calculations are provided in Appendix B. 4. TRIP DISTRIBUTION The distribution of trips generated by the Development is based on previously approved distributions for similar developments in the site vicinity, surrounding land uses, and data collected at the study intersections. ⚫ 70% to and from the west along NE 4th Street ⚫ 30% to and from the east along NE 4th Street It is possible that trips generated by the Development could travel to and from the north along Bremerton Avenue NE; however, the distribution represents the highest potential impact to the study intersections. INTERSECTION LEVEL OF SERVICE ANALYSIS Level of service at the following intersections has been analyzed: 1. Bremerton Avenue NE at NE 4th Street 2. Bremerton Avenue NE at Site Access The analysis has been performed for the weekday AM and PM peak hours. 5.1. Turning Movement Calculations Existing 24-hour turning movement counts for the study intersections were collected by the independent counting firm IDAX in March 2025. The AM peak hour was identified to be 7:15 AM to 8:15 AM and the PM peak hour was identified to be 4:30 PM to 5:30 PM. Existing turning movement volumes for the study intersections are shown in Figure 3. The existing study intersection count data is provided in Appendix C. The future analysis has been performed for the year of 2035 which represents a 10-year horizon period. The Development is anticipated to be constructed before the year 2035. The 2035 no-build turning movements have been calculated by applying a 2.0% annually compounding growth rate applied to the existing peak-hour turning movements. The 2035 no-build turning movements at the study intersections are shown in Figure 4. The 2035 build turning movements at the study intersections have been calculated by adding the AM and PM peak hour trips generated by the proposed Development, including pass-by trips, to the 2035 no-build turning movements. The 2035 build turning movements are shown in Figure 5. The turning movement calculations are provided in Appendix D. 4th Dimension April 2025 Traffic Impact Analysis Page 10 KH 090223161 5.2. Level of Service Calculations The impacts of the Development have been evaluated for the 2035 no-build and build conditions. The system includes the existing channelization at the study intersections as well as the existing peak hour factors, heavy-vehicle factors, and intersection control. These parameters have been used for the existing, 2035 no-build, and 2035 build conditions. The operations of the study intersections under the existing, 2035 no-build, and 2035 build conditions for the AM and PM peak hour are summarized in Table 3 and Table 4, respectively. Bremerton Avenue NE at Site Access TWSC WBL - - - - A 9.3 The analysis shows that the intersection of Bremerton Avenue NE at NE 4th Street currently operates at LOS F for the northbound left turn movement and LOS D for the southbound left turn movement. The northbound left turn is anticipated to continue operating at LOS F under 2035 no-build and 2035 build conditions. It is important to note that the northbound left turn, which the Development is not expected to add any trips to, operates worse than the southbound left turn which will have the highest impact of the Development. The southbound left turn movement is anticipated to operate at LOS E under 2035 no-build conditions and LOS under 2035 build conditions. Signal Warrant Analysis The City of Renton 2023-2028 Six-Year Transportation Improvement Program Project number 22-41 identifies corridor improvements along NE 4th Street from Jefferson Avenue NE to Duvall Avenue NE which may include a new signal at Bremerton Avenue NE if warranted by development. The signal warrant analysis was performed based on the Manual on Uniform Traffic Control Devices (MUTCD), 11th Edition guidelines. The signal warrant was performed for MUTCD Signal Warrant 1, MUTCD Signal Warrant 2, and MUTCD Signal Warrant 7. MUTCD Warrant 1 evaluates the warrant for a signal based on any eight-hours of an average day. MUTCD Warrant 2 evaluates the warrant for a signal based on any four-hours of an average day. MUTCD Warrant 1 and Warrant 2 were evaluated based on the posted speed limit of 35 mph on NE 4th Street. MUTCD Warrant 7 evaluates the warrant for a signal based on the severity and frequency of collisions. The Bremerton Avenue NE at NE 4th Street intersection does not meet the signal warrants under 2025 existing, 2035 no-build, or 2035 build conditions. The traffic signal warrants are provided in Appendix F. 6. COLLISION HISTORY The latest collision history from January 1, 2019, through June 30, 2024, was obtained from the Washington State Department of Transportation (WSDOT) at each of the study intersections. The collision rate has been calculated using the 24-hour turning movement counts. The data shows a total of 12 collisions at the study intersections in the immediate vicinity of the site. 6.1. Collision Severity The number of collisions by severity are summarized by year in Table 5. The collision data shows that there was one suspected serious injury (8% of collisions), no suspected minor injury collisions, two possible injury collisions (17% of collisions), and nine no apparent injury collisions (75% of collisions). 4th Dimension April 2025 Traffic Impact Analysis Page 12 KH 090223161 6.2. At-angle collisions are the most common collisions for the study intersections with most occurring from left turning vehicle from the minor legs. There were no fatalities reported during the study period at the study intersections. 6.3. Collision Rates The collisions per million entering vehicles (MEV) is the standard rate for evaluating intersection collision rates. The daily volumes are consistent with the volumes used for the signal warrant analysis. The collision rates are summarized in Table 7. A more detailed collision analysis or improvements to mitigate collisions should not be required. PARKING ANALYSIS Renton Municipal Code (RMC) 4-4-080.F.10.e mandates specific parking requirements: each apartment unit must have a minimum and maximum of one parking space, retail spaces must have 2.5 parking spaces per 1,000 SF of net floor area, and restaurant dining areas require 10 parking spaces per 1,000 SF. The site plan for the Development includes 28 apartment units, 4,377 square feet of net retail floor area, and 850 square feet of restaurant dining area. Consequently, the total number of required parking spaces is 48. The Development is proposed to provide 49 parking spaces, which exceeds the required minimum identified by RMC. 8. PEDESTRIAN FACILITIES The existing pedestrian facilities in the area include sidewalks along both sides of NE 4th Street. Bremerton Avenue NE has sidewalks along the west side and along the east side north of the Development. There is not currently sidewalk along the Bremerton Avenue NE frontage of the Development. The Development will include frontage improvements along Bremerton Avenue NE to complete the pedestrian connectivity in the site vicinity. 9. TRAFFIC MITIGATION FEES The transportation impact fees for the Development are based on the City of Renton Fee Schedule 2025- 2026. The current fees are $6,184.59 per apartment unit and $24.37 per SF of shopping center. The credit for the existing single-family residential unit is $11,485.67. The traffic mitigation fees are summarized in Table 8. This does not account for any potential proportionate share costs for improvements to the intersection of Bremerton Avenue NE at NE 4th Street. It is also possible that the fees could increase after the date of this report. 4th Dimension April 2025 Traffic Impact Analysis Page 14 KH 090223161 9.1. Bremerton Avenue NE at NE 4th Street The intersection of Bremerton Avenue NE at NE 4th Street currently operates at LOS F and is anticipated to remain at LOS F under the 2035 no-build and 2035 build conditions. The northbound left movement experiences significantly more delay than the southbound left turn movement. The Development is not expected to add any trips to the northbound approach. Several options exist to improve the intersection operations, including: ⚫ Restricting the northbound and southbound approaches to right turn only, while still allowing left turns from NE 4th Street (i.e., ¾ access) ⚫ Restricting access to Bremerton Avenue NE to right-in/right-out only (i.e., restricting left turns from NE 4th Street) Both improvements would restrict left turns from Bremerton Avenue onto NE 4th Street and would also reduce the potential for the major crash type that historically occurs at this intersection. It is important to note the Development does not cause the deficient level of service and therefore the cost of the signal should not be the sole responsibility of the Development. The trips generated by the Development are anticipated to account for 368 of 38,224 daily trips at the intersection under the 2035 build conditions. The Development therefore has a proportionate share impact to the intersection of Bremerton Avenue at NE 4th Street of 0.96%. It will be the decision of the City to determine if any improvements to the intersection of Bremerton Avenue NE at NE 4th Street are required and what those improvements are. 10. CONCLUSIONS The Development is proposed to include 28 units of mid-rise multifamily homes and 6,108 SF of retail. It is located on the northeast corner of the intersection of Bremerton Avenue NE at NE 4th Street in the City of Renton. The Development is anticipated to generate approximately 368 new ADTs with approximately 19 new AM peak hour trips and approximately 40 new PM peak hour trips after existing credit and pass-by reductions have been applied. The intersection of NE 4th Street at Bremerton Avenue is the only off-site intersection that is anticipated to be impacted with 20 peak hour trips. The intersection currently operates at LOS F and will remain at LOS F under the 2035 no-build and 2035 build conditions. The trips generated by the Development represent 0.96% of the 2035 build volumes at the intersection and this should be the proportionate share of any off-site improvements required for the Development.
