ASSIGNMENT/ARRIVAL
On 6/19/2025 at approximately 1452 hours, I was dispatched to a two-vehicle collision on
Sunset Boulevard NE at the intersection of the northbound Interstate 405 on-ramp in the city of
Renton, King County,Washington.
Dispatch relayed it was a two-vehicle collision involving a silver 2013 Toyota Corolla (WA/
ALN0343) and a silver Kia Soul. Both vehicles had pulled to the side of the roadway.
At approximately 1455 hours, dispatch updated the Kia Soul fled northbound on Interstate 405
and the reporting party was unable to get a license plate.
I arrived at approximately 1456 hours.
UNIT 1: KIA SOUL
The Kia Soul was not at the location when I arrived; it fled prior to my arrival.
UNIT 2:TOYOTA COROLLA
I observed a silver Toyota Corolla (WA/ALN0343, Unit 2) stopped facing south in the
southbound lane of Sunset Boulevard NE just south of the northbound Interstate 405 on-ramp.
Unit 2 had not been moved from its point of rest.
Unit 2's rear end was partially blocking the traffic lane. Unit 2 was parked oblique to the lane of
travel with the front-passenger wheel nearly touching the raised, concrete curbing along the
roadway edge.
Unit 2 had minor damage from the collision.The front-passenger bumper was broken and was
attached only by a plastic push-clip attached to the front-passenger fender liner and the wiring
harness for a fog lamp.The bumper piece was hanging on the ground, rendering Unit 2 unsafe to
drive. I removed the broken bumper piece by breaking the plastic push-clip and unfastening the

plate was laying on the sidewalk nearby Unit 2.
DRIVER 1: UNKNOWN SUSPECT
The driver of Unit 1 was not initially identified as he fled the scene prior to my arrival.
DRIVER 2:TUN, MALEES S.
I contacted Malees S.Tun (DOB: 12/28/1994) sitting in Unit 2's driver seat. I identified her by her
valid Washington Driver License and established her as the driver of Unit 2 by her admission.
Tun was not injured from the collision.
STATEMENT:TUN MALEES S
Before speaking with Tun, I followed her while she drove her vehicle to a nearby parking lot to
clear the roadway.We spoke in the parking lot of Enterprise Rental Car at 353 Sunset Boulevard
N. The following is a summary of our conversation:
Tun drove Unit 2, which belonged to her mother, south on Sunset Boulevard NE toward the
intersection with the northbound Interstate 405 on-ramp.Tun saw a vehicle, a silver Kia Soul,
stopped in the northbound Sunset Boulevard NE left-turn lane to enter the northbound
Interstate 405 on-ramp.
Tun continued driving south, as she was familiar with the area and knew the Kia Soul was faced
with a Yield sign and she had right-of-way.
As Tun neared the intersection,the Kia accelerated into her path.Tun was unable to avoid a

collision, and the front-passenger bumper of her vehicle collided with the Kia's passenger door.
Tun stopped her vehicle in the sorthbound lane of Sunset Boulevard NE near the on-ramp, and
the Kia stopped along the shoulder of the on-ramp.The Kia appeared to be in a safe location, as
traffic was light,vehicles were able to safely enter the on-ramp, and the Kia was not in a
dangerous/hazardous position in the roadway.
Tun exited her vehicle and began speaking with the driver of the Kia, who also exited the vehicle.
Tun described the driver of the Kia as a white male in his 40's with glasses wearing a gray
sweatshirt.
The driver said he was going to exchange information with Tun during their brief conversation.
Tun's cell phone automatically called 911 after detecting the collision.Tun told the driver she
was going to wait for police to arrive. The driver seemed concerned by this statement the police
would be responding.The driver suddenly got in the Kia and drove away north on the northbound
Interstate 405 on-ramp without exchanging information with Tun.
The driver did not exchange any information with Tun including, but not limited to, his name,
phone number, address, or insurance information.
Tun described the Kia as a silver Kia Soul with temporary license plates and damage to the
passenger door.
PROBABLE CAUSE
Based on my conversation with Tun, I had probable cause to arrest the driver of the Kia Soul for a
violation of RCW 46.52.020(2)(a). The driver of the Kia Soul was involved in an accident with Tun,
who was driving another vehicle, and the driver of the Kia Soul failed to meet the requirements of
RCW 46.52.020(3),which require drivers to exchange certain information at the scene of a
collision.

SUSPECT CONTACT: MEEKER BRADFORD R.
At approximately 1502 hours, as I spoke with Tun in the parking lot of 353 Sunset Boulevard N,
Tun suddenly pointed at a silver Kia Soul driving south on Sunset Boulevard N near where we
were standing.Tun said that was the suspect vehicle.Tun confirmed that specific vehicle was
the same vehicle involved in the collision, not just a like-type vehicle.
I saw a silver Kia Soul with a temporary license plate affixed to the rear license plate mount
driving south on Sunset Boulevard N in the number one (closest to curb) lane toward N 3rd
Street. I did not see damage to the passenger side or see the driver, since the vehicle was too far
down the road.
The Kia turned right (west) onto N 3rd Street from Sunset Boulevard N and drove out of view to
continue west on N 4th Street. I broadcast the location, direction of travel,vehicle description,
suspect description, and the fact I had probable cause to arrest the driver for misdemeanor hit
and run via radio.
At approximately 1504 hours, I heard Officer C. Littleton broadcast he located the vehicle near N
6th Street and Logan Avenue N.
At approximately 1507 hours, I heard via radio that Officer C. Littleton, Officer M. Battle, and
Officer C. Arnold stopped the vehicle in the 600 block of Park Avenue N and they had the driver
detained. I also heard the driver invoked his Miranda Rights.
IN-FIELD SHOW UP
Tun told me she would be able to identifythe driver if seen again.
At approximately 1509 hours, I read Tun the Pre One-on-One Admonition verbatim from my
department issued officer's code book.Tun told me she understood.

I drove Tun to the 600 block of Park Avenue N where the driver, later identified as Bradford R.
Meeker(DOB: 11/29/1969) by his Washington Driver License,was detained.
Tun was sitting in the rear-driver seat of my patrol vehicle. My backseat Axon camera was
recording.This seat was open,with no plastic or metal caging for prisoner transport.
As we arrived, Meeker was standing about 50 feet in front of my patrol vehicle. I saw Meeker
matched the suspect description Tun told me earlier: he was a white male, appeared to be in his
40's, was wearing sunglasses, and wore a gray sweatshirt.
Nearly immediately upon seeing Meeker,Tun said something to the effect of, "That's him". Tun
said she was 100-percent sure Meeker was the driver that collided with her.
I relayed this information to officers on scene.
SUSPECT VEHICLE: KIA SOUL
I saw the Kia Soul parked in a private driveway in the 600 block of Park Avenue N after being
stopped by officers. It had a temporary license plate (WA/A8474388) affixed to the rear license
plate mount.The vehicle appeared to be the same one I saw drive south on Sunset Boulevard N
because I recognized the paint color and the temporary license plate.
The Kia had what appeared to be fresh collision damage to the leading edge of the
front-passenger door.This coincided with the damage Tun described earlier.
The vehicle was registered to Meeker.
ARREST/TRANSPORTATION/BOOKING
I placed Meeker under arrest for a violation of RCW 46.52.020(2)(a). I told Meeker he was under

Meeker provided me his insurance information.This was done outside of Miranda, and done
only for Tun's insurance purposes.
Officer Battle transported Meeker to the South Correctional Entity Jail where he was booked.

PHOTOGRAPHS
I photographed both Meeker's and Tun's vehicles with my department issued cell phone and
uploaded the photographs to Axon's Evidence.com.
PROXIMATE CAUSE
The proximate cause of the collision was determined by Tun's statement and damage I observed
to both vehicles.
Meeker's actions were the proximate cause of the collision, specifically his violation of RCW
46.61.190(3), which states:
The driver of a vehicle approaching a yield sign shall in obedience to such sign slow down
to a speed reasonable for the existing conditions and if required for safety to stop, shall
stop at a clearly marked stop line, but if none, before entering a marked crosswalk on the
near side of the intersection or if none,then at the point nearest the intersecting roadway
where the driver has a view of approaching traffic on the intersecting roadway before
entering the roadway, and then after slowing or stopping,the driver shall yield the
right-of-way to any vehicle in the intersection or approaching on another roadway so
closely as to constitute an immediate hazard during the time such driver is moving
across or within the intersection or junction of roadways: PROVIDED,That if such a driver

is involved in a collision with a vehicle in the intersection or junction of roadways, after
driving past a yield sign without stopping, such collision shall be deemed prima facie
evidence of the driver's failure to yield right-of-way.
CITATION
I authored Meeker a non-criminal traffic citation for a violation of RCW 46.61.190(3), Citation
#5A0249324, and filed it with the Renton Municipal Court.
Officer Battle authored Meeker a criminal traffic citation for a violation of 46.52.020(2)(a),
Citation #5A0512687, and filed it with the Renton Municipal Court.
VIDEO FOOTAGE
Tun said a dash camera mounted in her Toyota Corolla captured the incident. Tun didn't know
how to operate the dash camera but would send the footage when it was available.
I sent Tun an Axon Community Request link for the footage. I have yet to receive the footage.
DISPOSITION
Meeker was booked into jail.
This concluded my involvement in this case.
