The involved parties moved their vehicles to the parking lot of the Renton Library at 100 Mill Avenue S. I arrived at approximately 1711 hours. UNIT 1:WINNEBAGO SOLIS Upon arrival I observed a gray Winnebago Solis (WA/BZB2325, Unit 1) parked in a parking stall of the Renton Library. Unit 1 had been moved from its point of rest prior to my arrival. Unit 1 had minor damage to the front bumper,which was forced inward by the collision and contacting the cooling system. I saw red fluid on the ground that was still dripping from the cooling system. The fluid appeared to be automatic transmission fluid based on the color and viscosity. UNIT 2:TOYOTA SEQUIOA I observed a gray Toyota Sequioa (WA/CKJ9565, Unit 2) parked in a parking stall of the Renton Library. Unit 2 had been moved from its point of rest prior to my arrival. Unit 2 had minor damage to the rear bumper and lift gate. DRIVER 1: REGAN GUILLEMETTE A I contacted Guillemette A. Regan (DOB: 07/20/1955) near Unit 1. 1 identified Regan by her valid Washinton Driver License and established her as the driver of Unit 1 by her admission. DRIVER 2:ABDIKADIR SAGAL L I contacted Saga[ L. Abdikadir(DOB: 01/19/1997) sitting in the driver seat of Unit 2. 1 identified Abdikadir by her valid Washington Driver License and established her as the driver of Unit 2 by her admission. Abdikadir was not injured from the collision. PASSENGERS Elizabeth J. Nucci (DOB: 11/03/1948)was the restrained front passenger in Unit 1. Usra A. Abdille (DOB: 03/11/2007)was the restrained front passenger in Unit 2. Daud Ali (DOB: 02/08/2016) and Madina Ahmed (DOB: 03/12/2017)were the restrained rear passengers in Unit 2. No passengers were injured. STATEMENT:ABDIKADIR, SAGAL L. I spoke with Abdikadir about the collision.The following is a summary of our conversation: Abdikadir drove Unit 2 south in the 100 block of Main Avenue S behind another unidentified vehicle.The vehicle in front of Abdikadir suddenly stopped in the road, so Abdikadir applied Unit 2's brakes to avoid a collision with the vehicle in front of her. Unit 1, which drove in the same lane as Unit 2 and behind Unit 2,failed to stop. Unit 1's front end collided with Unit 2's rear end. This concluded my conversation with Abdikadir. Regan's statement was conformed with Abdikadir's statement. PROXIMATE CAUSE The proximate cause of the collision was determined by statements made by Abdikadir and Regan, as well as damage observed to Unit 1 and Unit 2. Regan's actions were the proximate cause of the collision, namely her violation of RCW 46.61.400(1), which states: No person shall drive a vehicle on a highway at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the highway in compliance with legal requirements and the duty of all persons to use due care. Regan drove Unit 1 at a speed greater than reasonable and prudent under a condition of a vehicle stopping in front of her on a roadway which led to a collision.
