Party of Record/Public Comments
Anyone who would like to become a party of record or provide public comment on a specified project application
may do so by completing the form below. The public may provide written comments on a project during the public
comment period. The comment period deadline can be found on the notice received in the mail, the notice board
posted on-site, in our Digital Records Library, or Land Use Public Notice page. Your comments must be received
before the public comment deadline for the Decision Maker to consider them when deciding on the project. Please
include the Land Use file number (LUA) or project address in your comment letter.
If you choose to submit a comment on a project, you will automatically become a party of record for that project and
will receive copies of project decisions and correspondence throughout the review process. In addition, we upload
all public comments to the project and they become a part of the public record. If you have any questions or issues

Thank you for the opportunity to provide comments on the State Environmental Policy Act (SEPA) determination of significance and scoping
for the Longacres Campus Master Plan. Based on review of the checklist associated with this project, the Department of Ecology (Ecology)
has the following comments:
TOXICS CLEANUP PROGRAM

Ecology recommends the following considerations being included in the environmental review:
•Groundwater at the proposed project area is shallow and near surface in wet seasons. Please describe what dewatering method will be
used during construction and what drainage system will be used for the buildings to keep groundwater from entering the excavation and
building foundation/basement.
•The proposed project area includes a site listed on the Model Toxics Control Act (MTCA) Confirmed and Suspected Contaminated Sites
List – Boeing Longacres Park (cleanup site ID 16698, facility site ID 99998166). Soil and groundwater at this cleanup site are confirmed to be
contaminated with petroleum hydrocarbons, volatile organic compounds (VOCs) including vinyl chloride, and arsenic. Please refer to
Boeing’s Notice of a Historical Release letter, dated July 23, 2021, for additional information.
o Please provide mitigation measures to address hazardous waste operations worker training, health/safety plan, and site control
requirements, per WAC 296-843.
o Please provide mitigation plans to detail the management of potential contaminated soil and groundwater encountered during
excavations, including sampling, containment, and disposal at a permitted facility.
o If continuous water discharge is needed for the buildings, please provide a plan to demonstrate how to manage the water from
building drainage systems, including system design, water testing and proper disposal.
o Potential vapor intrusion risk is present for future buildings based on the current data. Please consider mitigation measures to address
vapor intrusion risk for future buildings, such as soil gas and/or air testing, vapor barrier installation, vapor mitigation system, etc.
o If data collected during the construction indicate contaminated material will remain at the site after buildings are constructed,
engineering and institutional controls may be needed at the site.
o Ecology recommends working with us, such as applying into Ecology’s voluntary cleanup program (VCP), so Ecology can provide
technical assistance and guidance on the contamination cleanup for the project.
TOXICS CLEANUP PROGRAM

The proposed project is located in an area that may have been contaminated with heavy metals due to the air emissions originating from
the old Asarco smelter in north Tacoma (visit Ecology’s Tacoma Smelter Plume map search tool: https://apps.wa.gov/ecy/dirtalert/).
Soil contamination from the former Asarco smelter poses a risk to human health and the environment. Children are at especially high risk
from direct exposure to contaminated soil. Construction workers, landscapers, gardeners, and others who work in the soils are also at risk.
Ecology recommends that the lead agency include the following as conditions of approval, prior to the issuance of any site development
permits or the initiation of grading, filling, or clearing:
•Sample the soil and analyze for arsenic and lead following the 2019 Tacoma Smelter Plume Guidance. The soil sampling results shall be
sent to Ecology for review.
•If lead or arsenic are found at concentrations above MTCA cleanup levels (Chapter 173-340 WAC); the owners, potential buyers,
construction workers, and others shall be notified of their occurrence. The MTCA cleanup level for arsenic is 20 parts per million (ppm) and
lead is 250 ppm.
•If lead, arsenic and/or other contaminants are found at concentrations above MTCA cleanup levels, the applicant shall:
1)Develop soil remediation plan and enter into the Voluntary Cleanup Program with Ecology. For more information on the Voluntary

options/Voluntary-cleanup-program.
2)Obtain an opinion letter from Ecology stating that the proposed soil remediation plan will likely result in no further action under MTCA.
The applicant shall provide to the local permitting agency the opinion letter from Ecology.
3)Prior to finalizing site development permits, provide to the local land use permitting agency “No Further Action” determination from
Ecology indicating that the remediation plans were successfully implemented under MTCA.
•If soils are found to be contaminated with arsenic, lead, or other contaminants, extra precautions shall be taken to avoid escaping dust,
soil erosion, and water pollution during grading and site construction. Contaminated soils generated during site construction shall be
managed and disposed of in accordance with state and local regulations, including the Solid Waste Handling Standards regulation (Chapter
173-350 WAC). For information about soil disposal contact the local health department in the jurisdiction where soils will be placed.
